인도 정부의 해외 인도인에 대한 정책변화 -Pravasi Bharatiya Divas(PBD: 해외 인도인의 날) 이벤트를 중심으로(호텔산업을 중심으로)- = The changes of India government policy towards Indian diaspora -Focused on Pravasi Bharatiya Divas(PBD) event-

The economic crisis of June 1991 was as much an opportunity and a challenge as it was a threat to the Indian economy. In a way the country was forced to make a break from the earlier regime of control and regulation and shift to deregulation and liberation. At the same time the initiation of the New Industrial Policy(NIP), India government try to promote, nourish and sustain a mutually beneficial and symbolic relationship between India and its diaspora because of government's recognition the economic potential of the diaspora.
India government thought that the diaspora's Indian connection and its achievements and goodwill towards India and abroad in an appropriate manner. Accordingly, India government decided to observe a Pravasi Bharatiya Divas(PBD) event before and after the ninth day of January each year. Pravasi Bharatiya Divas(PBD) event could be utilized for involving among the participants from the Indian diaspora in Indian development through cultural tie as well as economic tie.

국문 초록 (Abstract)

1991년에 인도가 외환위기에 직면하게 되었고 그 이후 인도 정부는 과감한 개혁, 개방조치들을 취하면서 개혁과 경제구조의 쇄신을 가져왔다. 이러한 개방정책의 기조와 함께 해외 인도인의 경제적 잠재력을 파악하면서 이들을 모국의 발전에 적극적으로 활용하고자 하는 새로운 인식들이 해외 인도인에 대한 인도 정부의 정책들을 다변화시키게 되었다.
본 논문은 이러한 사회적 상황에서 해외 인도인과 인도모국과의 새로운 유대가 형성되는 과정을 살펴보고자 한다. 새로운 유대가 형성되는 과정에서 가장 주도적인 주최는 인도 정부이며 또한 이러한 과정은 해외 인도인에 대한 인도 정부의 정책을 통해서 집약적으로 나타난다. 즉 해외 인도인에 대한 인도 정부의 정책이 이제까지 어떠한 기조로 전개되어왔으며 이들 정책의 변화를 가져온 계기와 시기, 그리고 정책적 변화의 내용과 특성들은 무엇인지를 고찰하고자 한다. 또한 해외 인도인에 대한 인도 정부의 정책변화과정이 단순한 경제적 유대를 넘어서서 문화적 유대를 형성하고 조직하면서 보다 긴밀하게 결합하려는 전략적 전환을 보이는데 그 대표적인 사례가 PBD 이벤트라고 할 수 있다. 그래서 PBD 이벤트의 진화과정과 내용을 검토하고 PBD 이벤트를 둘러싼 주최측과 참가자들에게 부여되는 의미를 분석하였다.
