국문 초록 (Abstract)

본 연구는 사회복지영역에서의 민영화문제를 다룬다. 의료, 사회서비스, 노인장기요양서비스 등과 같은 사회복지영역에서의 민영화정책의 확대는 경쟁과 선택이라는 시장의 기제가 강조되는 영리중심의 민영화와 밀접한 연관이 있다. 본 연구에서는 첫째, 민영화에 대한 개념을 정리하고 둘째, 사회복지영역에서 민영화와 영리화를 구분하고 영리화를 강조하는 이용자중심모델을 설명하며 셋째, 민영화에 있어 정부의 관리 통제적 측면을 설명하고 넷째, 민영화를 위한 전제조건과 영리화의 특징과 문제점들을 살펴보고 마지막으로 사회복지영리화의 한국 적용가능성을 검토하였다. 본 연구의 목적을 성취하기 위하여 문헌조사를 통하여 민영화에 대한 개념과 범위 그리고 유형을 분석하였으며 사회지표를 사용하여 선진복지국가민영화의 전제조건 등을 분석하여 한국으로의 적용가능성과 한계를 민영화에 따라서 제기되는 문제점을 중심으로 고찰하였다.

다국어 초록 (Multilingual Abstract)

The privatization of the field of social welfare services is a universal phenomena of the around world. Since 1980, the U. K. and U. S have been leading group the privatization of social services. The most crucial factor for changing the welfare system in the welfare states is the financial efficiency. In the beginning of the welfare system, the private support system is the main source besides state intervention. The transformation of the welfare state could be traced by which sector is the main part of the welfare in the product and supply. Public sector is the key after 1950s. After 1980s, welfare mix is the changing key to understand the welfare state. The South Korea is not an exceptional for privatization in the area of social services. The purpose of this study is to examine the definitions, dimensions, and types of privatization. And also the study examines the possibility of privatization of welfare product and supply applying for Korea. The research questions are the followings.
First, find out the definitions, types of privatization.
Second, distinct privatization, marketization, and profitization.
Third, examine the sub conditions of privatization.
Forth, apply the conditions of privatization for South Korea.
The conclusion of this study is to show that the South Korea is not a nation where the financial budget of welfare sector is over 20% of GDP such as advanced states. And infrastructure of welfare is very weak in the all part of welfare areas. So it is suggested that privatization or marketization should be a critical factor to undermine the public sector in the welfare areas.
