The past explanations of Malaysia’s policy responses to China’s assertiveness in the South China Sea centered on systemic, economic, and ideational factors. I adopt a different approach by looking into the decision‐making process of Malaysia’s China policy during Najib Razak’s administration (2009–2018). I explain that the China policy decision‐making process under Najib was divided into two channels, one focusing on nonsecurity matters and the other on security matters, with the prime minister seated at the top of the two channels, while there were very little interactions between the two channels. These characteristics could partially explain the nature and outcome of Malaysia’s South China Sea policy posture.
关于马来西亚对中国在南海事务上的主张所采取的政策响应, 以往的解释都聚焦于系统因素、经济因素和构思因素。我通过研究2009年至2018年纳吉布·拉扎克(Najib Razak)政府时期马来西亚对中政策的决策过程, 采用一种不同的方法。我的解释认为, 纳吉布执政下的对中政策决策过程被划分为两个方向, 一个聚焦于非安全事务, 另一个聚焦于安全事务, 并由总理指挥管理这两个方向, 但这两个方向之间几乎没有互动。这些特征能在一定程度上解释马来西亚的南海政策态势的性质和结果。
Las explicaciones pasadas de las respuestas políticas de Malasia a la asertividad de China en el Mar Meridional de China se centraron en factores sistémicos, económicos e ideológicos. Adopto un enfoque diferente al analizar el proceso de toma de decisiones de la política de Malasia en China durante la administración de Najib Razak (2009–2018). Explico que el proceso de toma de decisiones de política de China bajo Najib se dividió en dos canales, uno centrado en asuntos no relacionados con la seguridad y otro en asuntos de seguridad, con el primer ministro sentado en la parte superior de los dos canales, mientras que había muy pocas interacciones entre los dos canales. Estas características podrían explicar parcialmente la naturaleza y el resultado de la postura política de Malasia en el Mar del Sur de China.
