소년소녀가장세대와 가정위탁제도 = Child headed family and foster home care system in Korea

국문 초록 (Abstract)

정부는 2000년 1월부터 보호가 필요한 아동을 위한 대책으로서 가정위탁제도를 실시하고 있으며 우선적으로 친인척과 거주하는 소년소녀가장세대를 가정위탁보호로 전환하였다 정부가 친인척과 동거하는 소년소녀가장 세대를 가정위탁세대로 전환한 것은 혈연중심의 한국문화에 적합한 조치라고 할 수 있다. 앞으로 발생하는 보호가 필요한 아동을 위하여서도 친인척을 중심으로 한 가정위탁제도가 적극 활용되도록 하여야 하며, 아동을 보호하는 친인척들의 수고를 인정해주고 강화해주는 분위기가 사회적으로 형성되어야한다. 그러나 조부모 등과 거주하는 아동들은 아직도 소년소녀가장으로 호칭함으로써 순수한 소년소녀 단독거주세대와 구별되지 못하고 있다. 조부모 등과 거주하는 아동들은 조부모동거 가정위탁등으로 호칭하여 소년소녀단독거주세대와 차별화 하는 것이 아동들의 필요에 적합한 좀더 질 높은 서비스를 제공하는데 도움이 될 것이다. 또한 소년소녀가장세대나 요보호 아동의 발생을 예방하기 위하여 가정이 위기상황에서 활용할 수 있는 단기가정위탁제도를 많이 활성화하는 것이 필요하다. 이때 아동이 생활보호대상자로 책정될 수 있는 가와 관계없이 보호가 필요하다고 인정되면 가정위탁을 의뢰하고 위탁경비도 소년소녀가장세대에게 지급하는 것과 동일하게 현실화해야 한다. 뿐만 아니라 가정위탁 제도의 활성화를 위해서는 위탁가정을 전담하는 기관을 시, 도별로 지정하여 그 기관이 위탁가정사업을 홍보하고 위탁가정이 그 기능을 잘 하도록 지도하고 관리하도록 하여야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to develop foster home care system for child headed families. Korean government started kinship foster home care system for child headed families from 2000. Many children who have lived with relatives already are called as foster care children instead of child headed family now. However, still many children who are living with their grand parents or disabled parents are called as a child headed families. T o develop proper programs for these children and distinguish them from an actual child headed families, this children should be called differently. They can be included in kinship foster home care. Also there should be more diverse foster home care system for different families` needs: short term foster home, therapeutic foster home, group home style foster home, etc. Also financial support for foster home care should be increased. At present, the amount of monetary benefit for a foster home with parents who are not eligible for welfare is not enough. Also there should be agencies in every city to develop foster home care system and provide close supervision to a foster home. The result of this study is based on the interview with 2 grandmothers of child headed families, 3 kinship foster mothers and 3 social workers at government and private agencies.
