가정위탁보호제도의 활성화 방안에 관한 연구 = To Develop Foster Home Care System in Korea

국문 초록 (Abstract)

본 연구는 보호를 필요로 하는 아동을 위하여 가정위탁보호를 활성화하는 방법을 제시하는데 그 목적이 있다. 미국이나 영국 등은 이미 오래전 부터 요보호 아동을 위하여 가정위탁보호제도를 실시하고 있는데 비하여 한국은 아직도 대부분의 요보호 아동이 시설 보호를 받고 있다. 가정위탁이 활성화되지 않는 이유는 아동 보호 방법에 대한 아동업무 담당자들의 보수적인 인식과, 가정위탁을 지원하는 법체계의 미비, 가정위탁을 담당할 전담기관이 없과, 위탁 가정이나 기관에 대한 재정적인 지원이 없으며, 위탁가정에 대한 대 국민 홍보 부족 등을 들 수 있다. 가정위탁을 활성화하려면 먼저 아동복지 담당자들의 요 보호 아동보호 방법에 대한 인식이 바뀌어야 되며, 인식을 바꾸는 방법의 하나로서 전문가로 구성된 심의 위원회를 구성하고, 시설에 있는 요보호 아동들의 보호 방법에 대한 심의를 정기적으로 하는 것이 필요하다. 또한 가정위탁제도를 활성화시키려면 위탁가정이나 가정위탁 전담기관에 대한 재정적인 지원을 하여야 하며 다양한 아동들의 요구를 충족시킬 수 있는 다양한 형태의 위탁가정이 있어야 한다. 아울러 이를 위한 계속적인 홍보와 교육이 필요하다. 그 외에 가정위탁제도의 성공을 위하여 무엇보다도 위탁부모와 아동의 친부모, 아동 그리고 사회복지사의 긴밀한 연락과 협조가 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of the study is to develop Foster home care system in Korea. To suggest the Foster home care system in Korea, Foster home care systems in America and England are reviewed. Compare to America and England, Korean Foster home care system is just beginning. There is no clear law and regulations to support Foster home care system. However, there has been foster homes over 40 years run by adoption agency for adoptive children. Recently, private agency and volunteer foster parents association are interested to develop foster home system in Korea. They are placing children at the foster homes but there are no financial support and supervision from the government. To develop foster homes there should be well organized systems. The researcher suggests these: 1. the government and the child welfare workers should change their perceptions about the child placement system. Most child care workers believe that institution is the only option for the child. 2. there should be a better laws and regulation for foster home care. 3. there should be more diverse foster home care system to place children with different needs. Kinship foster home car, short term foster home care and special foster home care etc. 4. government should pay the fees to the foster homes and agencies which handles the foster home care. 5. there should be committees to review child` placement regularly. So children can be placed properly. 6. agency should provide training regularly to the foster home. 7. the social worker, foster home parents, child and birth patents should develop same goal at the time they place the children at the foster home and the social worker respect their opinion. 8. there should continuous advertisement about the foster home through the Mass media.
