죄인인가 클라이언트인가? “기독교인 사회복지사가 동성애자 클라이언트를 만났을 때”

국문 초록 (Abstract)

한국사회복지사협회(2016)의 2015년도 사회복지사 통계연감을 재분석한 결과 전체 사회복지사 중 세 명 중 한 명은 개신교 신앙을 가지고 있다고 나타났다. 이렇듯, 상당히 높은 비율을 차지하고 있는 사회복지 현장의 기독교인 사회복지사의 가치체계는 동성애자인 클라이언트와 관련된 사회복지현장의 케이스들을 다루는 데 있어 직접적으로 영향을 미치게 되어 있으며, 개신교인 사회복지학 전공 학생들과 현장의 사회복지사들은 이러한 민감한 주제에 대하여 개인의 가치체계를 사회복지 전문직의 가치와 윤리에 부합하게 적절히 정립하고 있어야만 클라이언트에게 가장 최선의 사회복지서비스를 제공할 수 있다. 이에 본 연구는 동성애를 바라보는 한국 기독교의 다양한 시각을 살펴보고, 동성애자 클라이언트를 대할 때 대원칙이 되는 사회복지 전문직의 이론적, 윤리적 지침인 사회복지의 가치와 윤리 및 윤리강령의 핵심사항들에 대해 논의하였다. 마지막으로, 동성애자와 사회복지실천을 하게 될 때 사회복지사 개인의 종교적 가치가 상충될 시 가장 현실적인 대안이 될 수 있는 “의뢰”의 윤리적 쟁점과 현실가능성 부분을 다루었다. 이러한 논의들을 바탕으로 동성애자 클라이언트와 함께하는 사회복지실천의 케이스에서 고려해야 하는 최고의 가치로서 “사회정의”의 실현을 제시하고 동성애 문화에 대한 역량을 상아탑에서부터 키울 수 있도록 대학 교육과정의 보완과 현장 사회복지사들을 위한 문화적 역량강화를 위한 보수교육의 필요성을 논하고 몇 가지 후속연구에 대해 제언하였다.

다국어 초록 (Multilingual Abstract)

Almost 33% of social workers working in the social work field in South Korea are Christian(Korea Association of Social Workers, 2016). Therefore, the importance of the value systems of christian social workers in dealing with ethically sensitive issues such as social work caseloads related homosexual clients cannot be ignored. If christian social work students and christian social workers have not built their value systems in compliance with social work profession’s values and ethics, they may have a difficulty in providing culturally sensitive social work practice to homosexual clients. In this context, this article, assuming that a Christian social worker’s value system conflicts with a client’s sexual identity, 1) examined diverse theological stances toward homosexuality among churches in South Korea 2) explored basic values of the social work profession and core principles in the “code of ethics” in dealing with caseloads concerned with homosexual clients 3) discussed the realistic possibility and the ethical legitimacy of “referral” for a homosexual client. Based on the discussion above, the realization of “social justice” as a primal value was suggested in case of encountering ethical dilemmas. Finally, implications for social work education and social work field for enhancing “cultural competence” regarding homosexuality were discussed.
