공공조직의 부패연결망 형성 및 확산요인 발견- DEMATEL법을 활용한 전문가 평가를 중심으로 - = Finding the Factors to Generate and Expand Corruption Networks in Bureaucratic Organizations- Focused on Expert Group Evaluations Using DEMATEL Method -

국문 초록 (Abstract)

최근의 연구에서는 공공부문 부패가 조직화되고, 구조화되어 있다고 한다. 즉, 이는 체제적 부패(systemic corruption)를 의미한다. 이 유형의 부패는 많은 수의 비정형화된 연결망을 통해 조직 또는 사회구조에서 그것의 위세(power)를 형성하고 확산하는 경향 이 있다. 조직 또는 사회구조 내에서 그들은 서로가 결합하고 거래관계를 형성하며, 이 것 자체가 공공부문의 부패를 체제화 하는데 핵심기제로 기능한다. 그러나 지금까지 소수의 연구들만이 부패연결망(corruption network)을 형성하고 확산시키는 핵심요인에 대한 연구를 수행하였으며, 이전의 많은 연구들은 부패통제에 대한 접근방 법과 전략들에 초점을 맞추었다. 부패연결망은 형성과 확산이 매우 복잡한 작동기제에 의해 이행되므로 먼저 통제논리의 발견보다 문제본질에 대한 이해가 충분히 이루어질 필요가 있다. 이러한 배경 하에서 저자는 부패연결망의 특성을 분석하기 위해 구조-행위 통합모델 제시를 위한 학제 간 접근(inter-disciplinary approach)을 수행하였다. 공공부문 부패연결망의 형성과 확산에 대한 이론의 정량적 테스트를 위해 본 연구에서는 DEMATEL(Decision Making Trial and Evaluation Laboratory) 방법을 적용하였다. 부패 연결망을 형성하고 확산시키는 핵심요인들의 관계를 평가하기 위해 이 분야 전문가들이 참여하였다.

다국어 초록 (Multilingual Abstract)

Recent studies have been shown that bureaucratic corruption in Republic of Korea is organized and structured. In other words, it is a form of ‘systemic corruption’. It has a tendency to generate and expand its power within organizations or society through myriad informal network. Within a organization/social system, they cement each other and expand and contract over time. That is, it serve as critical mechanisms itself to operate bureaucratic corruption systemized. However, very little attention has been paid to the factors that produce and enlarge the corruption network. Much previous research has focused on controlling corruption such as approaching methods and strategies. We have to understand the nature of problem rather than find bureaucratic corruption controlling mechanism because the corruption network operates with very complex factors to generate and expand in organizations. In this paper, I will rely on an interdisciplinary approach based on the integrated model of structure-behavior to analyse the nature of corruption network. Seen from this point of view, this study test theories of bureaucratic corruption generation and corruption networks using DEMATEL method. The expert members participated to evaluate the relationships between critical factors to corruption networks.
