코로나 19(COVID-19)가 인간안보에 주는 함의와 한국 국방의 실천적 유용성 고찰 = A Study on the Implications of COVID-19 on Human Security and the Practical Utility of Korean Defense

The purpose of this paper is to examine human security, which has been a focal point since COVID-19 threatens human life around the world, and its practical usefulness in national defense by reviewing it in the context of the mutually complementary relationship between national security and human security. This study, due to the nature of the research this study, was conducted based on literature review which integrated through government official documents, scholarly publications, and data on human security available on the internet.
After the end of the post-Cold War, globalization and the 4th industrial revolution are leading to an era of transboundary and hyperconnection. But various threats that transcend borders are still infringing human life and dignity. During the long-term COVID-19 pandemic, countries have made great efforts to ensure the life and fundamental rights of their people that include raising the levels of response from the public health and safety to the the national security level. The military, which should prepare for an invasion from outside, has played a supplementary and limited role to non-traditional threats, such as infectious disease, climate change, and disasters. Especially, during the COVID-19 crisis, the military has played an active role in supporting human security providing its equipment, manpower, and facilities, while maintaining combat readiness.
The result of this study on the practical usefulness of human security in national defense argues that the following issues should be considered: furnishing legal support and financial resources to military forces to respond to human security threats, establishing various governance systems, enabling overseas dispatch of military forces for human security, organizing human security committee, Testablishing a rapid response force for human security, and strengthening national defense support capabilities for human security respon
