재난관리 예산결정과정 지대추구행태 분석

국문 초록 (Abstract)

본 연구는 “왜 지방정부가 재난관리 예산, 특히 예방에 대한 투자를 통하여 재난 피해를 최소화할 수 있음에도 소극적인 예산 투자를 하는가?”에 대한 문제제기를 통하여 “정부 재난관리의 예산결정이 어떤 변수에 영향을 받는가?”에 초점을 두고 지방정부의 효율적 재난관리 예산운영을 위한 개선방안을 도출하기 위하여 공공선택론의 지대추구이론 시각에서 연구를 실시하였다. 이에 따른 본 연구의 목표는 지방정부의 재난관리 예산결정을 지대추구이론 시각에서 접근하여 그 문제점을 규명하고, 지방정부의 효율적 재난관리 예산운영을 위한 방안을 도출하는 것이다. 지대추구의 근원적 이유는 정부의 개입 특히, 지방정부와 중앙정부의 관계에서는 예산지원 정책의 마련 자체가 지대추구를 초래할 가능성을 높이는 측면이 있어, 재난관리 예산지원 정책은 ‘지대’가 되는 유인구조의 성격을 개선함으로써 지방정부의 지대추구활동으로 인한 사회적 손실을 줄이는 한편, 재난관리 예방에 대한 예산 투입을 이끌 필요가 있는 것이다. 즉 정부의 예산지원정책을 인센티브 형식으로 재설계함으로써 사회적 효용을 이끄는 경쟁적 체제로 개선하는 방안을 제안하였다.

This study raised the question “Why do local governments make passive budget investments although they can minimize damages caused by disasters through the investment of disaster prevention budgets?” and conducted analysis from the viewpoint of rent-seeking theory in the public choice theory in order to find methods for improving the efficient operation of disaster management budgets by local governments, focusing on variables affecting budgetary decision-making in local governments’ disaster management. In theoretical research for this study, we reviewed theories related to local governments’ budgetary decision-making and rent-seeking. In this context, we discussed, in connection to disaster management, the service to be provided by local governments. Based on these results, we made suggestions as follows for improving local governments’ budgetary decision-making in disaster management and their rent-seeking behavior. First, with regard to rent-seeking behavior of disaster management budget, it is necessary to reevaluate the meaning of rent-seeking through cooperation among local governments, local governments’ unofficial lobbies, public opinion formation, and information distortion and to solve such problems.
