    The government is promoting a teacher evaluation system step by step. The system is scheduled to be implemented nationwide from 2008, going through the trial run (first phase) and the expansion (second phase). The purpose of the current study was to identify controversial issues of Teacher Evaluation System sought by the government and to suggest possible measures to resolve them.
    The characteristics and issues of the system were discussed based on its purposes, principles, sources of information, and the ways to utilize the results. On top of that, several suggestions were made to put the system in place; 1) to clarify the purposes of the teacher evaluation system, 2) to analyze the results of the system objectively and systematically, 3) to improve the technical quality of the system, 4) to provide the guidelines to utilize the evaluation results, and 5) to revise the regulations and laws related to the system.
