地方自治時代의 住民參與 活性化 方案에 관한 硏究 = (A) Study on the Citizen Participation in Local Self-Government

국문 초록 (Abstract)

지방자치행정에 있어서 주민참여가 이루어질 수 있는 제도적, 법적, 실질적 상태를 알아보고 이에서 발견되는 문제점을 분석함으로서 지방자치가 제대로 이루어짐과 동시에 지방행정이 지역주민의 의견을 폭넓게 수용하는 민주적 행정절차를 구비하고 나아가 지역주민과의 합의와 합작 하에 지역산업을 원활하게 수행하는데 도움이 되는 방안을 모색하였다.
먼저 주민참여의 이론적 배경에서 지방자치의 관점과 주민자치의 발전과정에서 지방행정과 지방자치, 지방자치에 대한 관점, 지방자치로서의 주민자치의 발전과정 등에 대해 살펴보았으며 주민참여의 이론적 배경에서는 주민참여의 실태에서는 주민참여의 유형면에서 사례위주로 연구하였으며, 주민참여의 구성요소에서는 주민, 공무원, 행정구조, 기타 관련 기관 순으로 연구하였고, 주민참여의 문제점과 활성화 방안에 대하여 문제점 및 그 문제점에 대한 활성화 방안을 제시하였으며 무엇보다도 중요한 사실은 주민의 의식과 공무원의 봉사정신과
같은 민주주의 일원으로서 가지는 근본정신이 문제를 해결할 수 있는 가장 결정적인 요인이라는 것을 본 연구를 통해 알 수 있었다.

As for our country, it is five years since it has been performed but it's full-scale activation didn't begin until these clays. Therefore, in order for it to begin successfully, formative and bureaucratic attitude and system like the past should be got rid of and it should be known to only by recontracting the system of hypocritical people's participating.
From this point of view, the end of this study s in looking into theoretical background for the people's participating on which the success or failure of local autonomy depend and in groping for more positive method of it.
So this study discussed it by dividing into official, people an administrative structure and environments, to arrange this is as follows.
1. people
In order to activate people's participating, a systematic installation for people's opinion to be able to be reflected and take part in administration should be made and voluntary conscience of people' s participating should be encouraged. The development of people' s conscience is possible through making educational plans for democratic administration, a positive ads by local government and mass media.
2. Official (Public official)
As for structural environmental conditions for people's participating to be actively made, the form of officials and their change of value are necessary. For these are real members of local autonomy and partners of people as w디l.
3 . An administrative structure
(1) The improvement of supplement ol participating administrative system
The form of their participating such as a meeting of a neighborhood association, commits and an open hearing needs to avoid a formative aspect of past and to make substantial solid. Also, it urgent to introduce a new suggesting system by people and evaluative one.
(2) Making an opening of administration a system
Administrative information for people to want to know, as far as it does not infringe it, should be opened to it's maximum.
4. Environments
(1) The improvement of participating administrative system
1) Decentralizing
Decentralization for people's participating makes thc efficiency of administration maximum. Therefore, it could play a role in improving
the relationship of people with government.
2) Readjusting of in administrative district in city
(2) Putting in use of announcing of city-government
To announce them a notice of local administration would be a good method to encourage their participating.
5. Other plans to activate
people's participating, which take the heaviest weight in local administration and is a motive power of administration is possible through trial and reflection by all ol people, government and official. For local administration to succeed as a cornerstone or democratic development, various plans for it should continue to discuss and study.
