사회복지사업의 지방이양에 따른 과제와 전망 = Implications of Devolution of Social Welfare Services to Local Government

국문 초록 (Abstract)

올 2005년은 사회복지분야 국고 보조사업의 지방이양이 시행된 원년이다. 그러나 이에 대한 제도적 차원의 사전 준비와 정책 실행의 토대가 마련되지 않은 상태에서 지방이양이 시행되게 되면서 여러 차원의 부작용과 문제점들이 발생되고 있다. 본 연구의 목적은 사회복지사업의 지방이양이 보다 안정적이고 효과적으로 자리매김하기 위한 방안을 모색하는데 있다. 이를 구체적으로 나눠보면 다음과 같다; 첫째, 사회복지사업 지방이양 현황을 살펴본다. 둘째, 사회복지사업의 지방이양에 따른 문제점을 고찰한다, 셋째 향후 사회복지사업 지방이양의 문제점 해결에 도움이 되는 과제를 제시한다. 사회복지사업의 지방이양 현황을 살펴보면 보건복지부 소관 기존 국고보조사업 중 지방으로 이양된 사업수는 전체의 약 45%였으며, 이는 정부전체 평균 이양사업비율보다 18%가 더 높은 것으로 나타났다. 사회복지사업의 지방이양에서는 충분한 준비과정 부재로 인해 수많은 이행상의 문제점과, 지방자치단체의 사회복지예산비중의 감소문제 등과 관련된 많은 재정상의 문제가 나타났다. 이를 해결하기 위한 과제로 명확한 지방이양 사업 선정기준의 설정, 복지서비스 이용자 규모에 따른 인센티브 제도의 도입, 최소한의 사회복지예산 확보 의무화 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

This article analyzes the current of social welfare devolution and presents the problems related to the passage of devolution. Implications of social welfare devolution are referred in order to suggest the active coping strategies toward the flow of devolution. Nationally subsidizing Social welfare Programs have been devolved in 2005. Consequently 45% of Social welfare programs have been devolved to a local government. There are several problems revealed owing to impetuous push for devolution, reduction costs of welfare revenue, and ambiguous boundary between public and local service delivery system. This article proposes to stabilize finance and build clear standards for selection of devolution programs, and introduce intensive system depending on the number of service recipients. This article also suggests to regulate the minimum social welfare budget by each local government.
