The Koguryo moved its capital from Jiban to Pyongyang in 427, and expressed the desire to advance south. the Koguryo conquested the Hansong in 475. However the king Jangsu(長壽王) didn't make an attact toward the south, and turned back immediately. For that reason, the king munju(文周王) of the Paekche(百濟) acceded to the throne, thereafter he removed the capital to Ungjin.
It seems that the Koguryo didn't directly rule over the Hansong. At that time the Koguryo invaded the Paekche hurriedly, because the Koguryo's relationship with the Chinese pukwi(北魏) was bad terms, and the Paekche was possible to interconnect with the pukwi. After the surrender of the Hansong, the Koguryo mainly delivered an attack against the Silla(新羅) through the road of the Donghaean.
In the early 6th century, the Koguryo fighted again a close combat with the Paekche in the Han River basin. The Paekche tried to advance to the Han River basin once more. They advanced and retreated in the Han River basin, and then the Koguryo subjugated again the Han River basin in 529.
The king Anjang(安臧王) defeated the forces of the Paekche in Oguksong. The Koguryo expanded its territory from Asanman to the Kum River basin. Therefore it seems that the Kunhyunmyong(郡縣名) of the Koguryo in the Jiliji(地理志), Samkuksagi(三國史記) was originated not temporarily after the surrender of the Hansong but in stages. Besides it seems that the rule over the Han River basin of the Koguryo have to be understood through the stage of the southward advance.
In relation to the expansion to the Han River basin of the Koguryo, the Koguryo fortresses are noticed. the Koguryo fortresses are located in the northern shore of the Han River basin. Those like Kooeuidong fortress, 4th fortress at Ahchasan and the Shiroobong fortress were excavated and examined among several Koguryo fortresses. They have simple structures like resevoir facility and other compounds seem to have been established. The period of the Koguryo fortresses hold the key to the solution of the question. It seems that the Koguryo constructed fortresses in the early 6th century. At that time, the Koguryo fighted again a close combat with the Paekche in the Han River basin. That is to say, it seems that the Koguryo fortresses were constructed for defensive system.
