I
n the late Roman Republic and the early Roman Empire, the grain supplement took account of the political aspect and the grain crisis at that time. Therefore, the Roman elite attached great importance to the grain crisis in Rome. Also, the outburst of grain crisis in Rome that was a city with a population of one million was fatal. Then, the grain crisis were frequent in the late Roman Republic and the early Roman Empire. In particular, when the anger of roman citizen ran to an extrem through the grain crisis, it was transformed into the grain riot and regarded as a social problem. Consequently, the roman government established the effective countermeasure in front of grain crisis tried to relax the wreath of Roman citizen.
Pompey swept the pirates from the mediterranean sea by exercising the power such as cura annona, and secured the safe course to the grain transportation and carried the grain supplement to Rome smoothly. Though the power of Pompeius held for five years, he excised the great power in the grain supplement. This was succeed to Augustus who established the strengthening of emperor power and used more great power than that of Pompeius. In particular, the absolute power of Pompeius became a precedent in order that Augustus may strengthen the emperor power in the grain supplement. After all, emperors including Augustus is able to excise an unprecedented power in grain producing center and in sea. Therefore, the remarkable character in grain supplement is the intervention of ruling class and this grain problem is expended to the establishment of emperor power.
