섬 정주여건 저해요인 구조분석을 통한 섬 재생사업의 방향성에 관한 연구 - 신안군 자은도를 사례로 - = A Study on the Direction of the Island Regeneration Project through Structural Analysis of Obstructing Factors in Island Settlement Conditions - The Case of Jaeun-Do, Sinan-Gun -

다국어 초록 (Multilingual Abstract)

Although recognized as a problem for the whole nation, facts are emerging that the islands in Korea stand at the forefront with regard to low fertility rates and aging problems, compared to the mainland. Recognizing the above problems, this study structurally analyzed the obstructing factors in island settlement conditions from the case of Jaeun-Do, located in Sinan-gun, and briefly suggested the regeneration directions needed.
With the result of preceding research on the settlement conditions at Jaeun-Do, we found the following problems drawn by the obstructing factors: a serious aging phenomenon, poor residential welfare facilities, limited industrial structure, a poorly qualified labor force, income reduction, uncomfortable public transportation both between the mainland and within the island, poor education services, low communal solidarity in villages, poor housing and serious debt problems in fishing households.
The following are the results from analyzing the structural problems of the regional settlement conditions. The central region showed that the income reduction has become a fundamental and central factor leading to the serious aging phenomenon, and therefore a significant impact on housing and labor for those with poorer economic backgrounds. The eastern region showed problematic structures that the serious aging phenomenon has become a fundamental and central factor, leading to a decrease in income, a shortage in the local labor force, and a decline in communal, social solidarity in the village. In the southern region, the aging phenomenon is relatively insignificant and the problem of labor shortages has been a primary issue because the lack of labor leads to a decrease in earnings, This has resulted in a residential degradation and falling community spirit in the village. In the western region, similar to the eastern, the serious aging phenomenon has been recognized as a fundamental and central problem to be solved and has shown a problematic structure that has a negative impact on labor shortages and income decline. Based on the above analysis results, this study briefly suggested the potential, appropriate direction for regeneration that can be applied to Jaeun-Do.
