The Social Exclusion and the Self-support of the Urban Poor in Ulsan Dong-Gu RegionSangjin HahnYongsik KimThis paper deals with the life courses to the urban poor in Ulsan region with respect to their experiences of the social exclusion and the self-support at the policy, economic and sociocultural dimensions. After explaining the research methods and the data collection, it examines both the dimensions of self-support(self-sufficiency, self-help, self-empowerment) for the confrontation with social exclusion processes and the self- support programs themselves. On the basis of the strategy for the construction of the urban poor's life experiences, this paper elucidates the characteristics of the social exclusion and the aspects of the self-support in their life-journeys, from which derives the policy implications.

국문 초록 (Abstract)

이 글은 울산 동구 자활사업에 참여하는 빈곤층의 생애과정을 통해 이들의 사회적 배제 과정과 이를 극복하기 위한 자활의 경험들을 정책․제도적, 경제적, 사회문화적 차원에서 식별함으로써 사회정책에 대한 함의들을 모아 본다. 이를 위해 먼저 연구방법을 설명하고 자료의 성격에 관해 밝힌다. 다음으로 예비적 고찰로서 사회적 배제에 대응한 자활의 차원들을 자족, 자조, 자주로 구분해 보고 자활제도의 현황과 문제점들을 살핀 다음, 빈곤층에 대한 사회적 전기의 구성 전략을 제시한다. 또한 이를 바탕으로 이들의 생애과정에 사회적 배제의 특성과 이에 대처하는 자활의 측면들이 어떻게 작용되고 있는지를 서술하고, 이와 같은 해석에 근거하여 정책적 함의를 도출한다.
