Regional culture is shaped through the complex interplay of cultural infrastructure, administrative capacity, and levels of civic participation. Although various policy efforts have been implemented to support this, disparities in cultural environments across regions remain evident. This highlights the need for a structural diagnosis of cultural gaps and the formulation of tailored policy strategies that reflect the specific characteristics of each region. This study analyzes the cultural environments of 229 municipalities in South Korea using data from the 2020 and 2023 Statistics on Environments and Policies of Regional Culture. Based on 18 comparable indicators across the two years, a k-means cluster analysis classified the regions into five types: Regional Culture Leading Type(1), Basic Regional Culture Type(2), Cultural Project-Focused Type(3), Culture Budget Input-Based Type(4) and Low-Activity Regional Culture Type(5). Cluster transitions were observed in 49 municipalities. A comparison with administratively designated vulnerable areas in the cultural environment revealed discrepancies between data-driven classifications and official categorizations. This study provides an empirical understanding of changes in cultural policy conditions across regions and offers a foundation for setting policy priorities and formulating strategies tailored to the characteristics of each regional cluster.
