무료노인입소시설 종사자의 소속기관평가 = Employees' Organizational Evaluation of Residential Facilities for the Elderly

국문 초록 (Abstract)

본 연구는 무료노인시설 종사자들을 대상으로 자신들의 기관 質(Quality)를 어떻게 평가하고 있는 지 조사하였다. 6개의 주요 평가영역에서 총 67개문항으로 구성된 설문지를 사용하였다. 설문결과에 앞서 입소시설보호의 필요성과 원칙 그리고 평가의 목적 및 기대효과들을 제시하였다. 노인입소시설들의 종사자들의 자기 평가결과에 따르면, 일부 의식주생활을 제외한 모든 영역에서 낮은 서비스가 제공되고 있음을 보여 주고 있다. 물리적 환경, 운영체계, 보호과정, 가족 및 지역사회와의 상호관계 등 대부분 영역에서 만족스럽지 않다고 대답하였다. 특히 평가시행에 대해서도 시설종사자들은 소극적이거나 부정적 견해를 나타냈다. 끝으로 평가와 관련하여 종사자의 전문성 확보와 예산지원의 현실화 등의 대안들을 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to examine how employees in residential facilities for the elderly evaluated the quality of their organizations (facilities). The investigators administered questionnaires to the employees who attended the workshop for administrators of the elderly facilities help by Korean Association of Old People's Welfare in October, 1998. The questionnaire mainly consisted of check-lists of Quality Assurance in Mental Health Care published by WHO in 1994. The results showed that provider-directed services rather than consumer-directed services were still provided in most facilities. Also, organizational policies or programs were not regularly evaluated in more than half of the facilities. The investigators suggested several changes of residential facilities for the elderly which included openness, development of human resources, development of programs, and a progressive introduction of evaluation systems in the elderly facilities.
