This study began with the recognition that the impacts of disasters are distributed unevenly across space. From the perspective of identifying where vulnerable populations are concentrated, the study analyzed the spatial distribution and clustering patterns of disaster-vulnerable groups at the eup, myeon, and dong levels in Gangwon State, South Korea. Specifically, older adults, infants and children, low-income populations, persons with disabilities, and foreign residents were selected as disaster-vulnerable groups, and indicators were calculated based on the proportion of each vulnerable group relative to the total population in each administrative unit. Spatial analyses were conducted using Moran’s I and Local Indicators of Spatial Association (LISA) based on a Queen contiguity spatial weight matrix.
The results revealed that disaster-vulnerable populations are not randomly distributed across space but form clustering structures with varying degrees of spatial concentration depending on the group type. In particular, some vulnerable groups exhibited distinct high-concentration clusters at the regional level. These findings provide empirical evidence for developing spatially informed support policies for disaster-vulnerable populations and suggest the need for both broad regional management strategies and localized community-based approaches tailored to the clustering characteristics of each vulnerable group.
