제4차 공무원연금 개혁정책의 형성과정 분석: 복합흐름모형의 적용을 중심으로 = An Analysis of Policy Formulation Process on the 4th Korean Government Employees Pension Scheme Reform: Application of Multiple Streams Model

다국어 초록 (Multilingual Abstract)

Policy-making is the result of complex and dynamic streams joined together with problems, policies and politics. The active role of policy entrepreneurs and the coupling of the streams in policy windows are the characteristics of Multiple Streams Model. Zahariadis` Model, especially, has the usefulness as framework for analyzing the policy formation process of public policy. This model has great value in the complicated cases in the meaning of describing the actual policy process, even though it can`t explain the causality of policy-making in detail. The 4th government employees pension scheme(GEPS) reform policy is originated from problems stream compelling the financial sustainability to stabilize pension funding. And the policies stream has gone well by enhancing the availability of alternatives and value acceptability after the early stage of policy process. And the political streams mainly from Park Geun-hye Administration`s strategy has worked eufunctionally in the decision-making of reform policy. The Korean National Assembly and political parties played a leading role in the policy-making process holding public opinion and social agreement on the reform agenda. Under those streams, major policy entrepreneurs played their role with their own political strategies. The coupling of the three streams has made realized decision making of GEPS reform policy possible.
