재난약자의 안전서비스 체계 구축을 위한 연구 = A Study on the Establishment on Safety Management System for People Vulnerable to Disaster

다국어 초록 (Multilingual Abstract)

The purpose of this study is to provide guidelines for an effective safety management system for people vulnerable to disaster. First, I define the concept of people vulnerable to disaster through a review of the literature. Second, I analyze the laws and policies regarding disaster management put in place by local and foreign governments. The findings are as follows. First, there are no explicit regulations and no definitive system for protecting those vulnerable to disaster in the Korean disaster management system. In Japan and the United States, on the other hand, safety services for people vulnerable to disaster exist; they consist of specially organized teams that protect individuals after disasters, and they involve close cooperation among related organizations. In conclusion, this study suggests the creation of a secure service for disaster management by assigning specific roles for welfare services, and discusses a means of supplying protection and care to vulnerable people after a disaster.
