다국어 초록 (Multilingual Abstract)

This study is conducted at a time of about six years after the 2004 enlargement of the European Union which led to the integration of 8 Central and Eastern European countries into the EU. This study examines French citizens’ views regarding the consequences of the 2004-2007 EU enlargement and ,in particular, investigates the factors that influence scepticism of public opinion in France on the Enlargement of the EU. According to Eurobarometer survey conducted by the European Commission, French citizens hold the most skeptical views about EU enlargement among EU-27 respondents.
This study identifies the most important factors that influence public scepticism in France about the Enlargement of the European Union. These factors are: 1) economic evaluations regarding the perceived costs of EU enlargement(for example, the fear of increased jobs losses and unemployment in France, the fear of increased budgetary burdens etc.) and the perception of France's poor economic situation 2) anti-immigration sentiment(the fear of increased inflow of migrant workers, the fear of increased illegal immigration) 3) socio-demographic categories of citizens(namely age, education, occupation, locality(for example, urban or rural) and political party proximity(for example, left or right).

국문 초록 (Abstract)

이 논문은 2004년 중동부 유럽 8개국의 EU가입이후 약 6년이 지난 현 시점에서 2004년, 2007년 EU확대가 초래한 정치, 경제, 사회적 결과에 대한 프랑스 시민들의 여론에 대해 살펴보고, 프랑스의 확대 회의론에 영향을 미친 주요 요인을 밝히기 위해 작성되었다. 확대에 대한 프랑스시민의 여론은 유럽연합 집행위원회에서 발간한 ‘유로바로메터’(Eurobarometer)의 여론조사 자료들을 활용하여 파악하였다. 여론조사에 의하면, 프랑스 시민들은 EU 시민가운데서도 확대에 대해 매우 회의적인 입장을 보이고 있으며, 프랑스 시민의 확대회의론은 2004년 확대 이전보다 오히려 이후에 더욱 확산되고 있다.
본 논문에서는 여론조사 결과에 의해 확인된 요인들 가운데 프랑스인의 확대 회의론에 큰 영향을 미쳤다고 판단되는 세 가지 요인 즉 1) 경제적 요인(확대의 결과 발생될 수 있는 일자리 감소와 실업 증가 가능성, 재정부담 증가에 대한 우려 및 국내의 경제 상황에 대한 비관적인 인식) 2) 반이민정서 요인(확대에 따른 신규회원국의 노동력 유입, 불법이민의 증가 가능성, 터키의 EU 추가가입에 대한 우려) 3) 사회계층적 요인(각 시민 개인의 연령, 학력, 직업, 거주지, 정치적 성향 및 선호 정당)에 대해 집중적으로 분석한다. 이 연구는 유럽연합 시민의 EU확대에 대한 여론 분석에 중요한 시사점을 제공할 수 있을 뿐만 아니라 향후 EU 확대의 향방을 예측하는데도 유용한 정보를 줄 것으로 기대된다.
