기억과 권력 : 인도 문화유산 정책의 재구성과 정치적 함의 = Memory and Power : Reconstruction and Political Implications of India's Cultural Heritage Policy

국문 초록 (Abstract)

이 연구는 나렌드라 모디(Narendra Modi) 정부(2014~현재)의 문화유산 정책을 힌두 중심의 국가 정체성을 재구성하려는 문화정치 전략으로 분석한다. 질적 사례 연구와 담론 분석을 결합하여, 아요디아(Ayodhya)의 람 사원(Ram Temple), 바라나시(Varanasi)의 카시 비슈와나트 회랑(Kashi Vishwanath Corridor), 웃자인(Ujjain)의 마하칼 회랑(Mahakal Corridor)을 중심으로 무갈(Mughal)·이슬람 유산 정책과 박물관 개편을 분석하였다. 분석 결과, 모디 정부는 신화와 역사의 경계 흐리기, 다종교 공간에 대한 단일 힌두적 의미 덧씌우기, 보존·개발 언어를 통한 정치적 선택의 포장이라는 세 가지 담론 메커니즘을 상호 강화하며 선택적 기억을 조직하고 있음이 확인된다. 이 연구는 민주주의 체제에서도 문화유산이 정치적으로 동원될 수 있음을 보여주며, 다원 사회에서 문화유산 정책의 포용성과 투명성 확보가 중요하다는 과제를 제기한다.

This study analyzes the heritage policies of the Narendra Modi government (2014–present) as a cultural-political strategy to reconstruct a Hindu-centric national identity. Combining a qualitative case study with discourse analysis, this research examines the Ram Temple in Ayodhya, the Kashi Vishwanath Corridor in Varanasi, and the Mahakal Corridor in Ujjain, alongside Mughal and Islamic heritage policies and museum restructuring. The findings indicate that the Modi government organizes selective memory by mutually reinforcing three discursive mechanisms: blurring the boundaries between myth and history, overlaying a singular Hindu meaning onto multi-religious spaces, and masking political choices under the lexicon of preservation and development. This study demonstrates that cultural heritage can be politically mobilized even within democratic systems, highlighting the critical importance of ensuring inclusivity and transparency in heritage policies within pluralistic societies.
