중소기업 기술지원 프로그램 개선 방안에 관한 연구: 충남지역 중소기업 기술지원 대상별 인식조사를 중심으로 = A Study on the Improvement of Technology Support Program for SME: Focusing on the perception of SME technical support program in Chungcheong-namdo Region

국문 초록 (Abstract)

본 연구는 충청남도가 지역혁신체제 역량 제고를 위해 추진하고 있는 기술지원 프로그램에 대한 집단별 특성에 따른 중요도-실행도간의 인식정도를 살펴봄으로써, 향후 충청남도 기술지원 프로그램 관련 정책 운영에 있어 의미있는 분석결과를 도출해 보는 것을 주된 연구 결과로 수행하였다. 이를 통해 정책공급자와 정책수요자간의 기술지원 프로그램별 인식 차이가 발생하고 있음은 물론, 특히 지역혁신활동의 핵심이라 할 수 있는 중소·중견기업에 있어서도 해당 기업별 연구역량(기업부설연구소 보유 유무)에 따라 기술지원 프로그램별 인식 차이가 발생하고 있음을 확인해 볼 수 있었다. 이러한 분석결과는 향후 충청남도의 기술지원 프로그램 정책 개선에 있어 정책수요자별 특성(대상별 특성 및 혁신역량의 차이 등)을 고려한 정책 설계·집행이 필요할 수 있음을 제안한 의미있는 결과라 할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The primary purpose of this study was to examine the perception gap between the importance and performance of technology support programs, based on group characteristics, which are being promoted by Chungcheong-namdo to enhance the capacity of its regional innovation systems.
Through this, it was confirmed that a perception gap regarding the technology support programs exists between policy providers and policy customers. Furthermore, it was identified that even among small and medium-sized enterprises(SMEs), which are the core of regional innovation activities, a perception gap exists depending on their R&D capabilities.
These analytical findings lead to the significant conclusion that for the future improvement of Chungcheong-namdo's technology support policies, it is necessary to design and implement policies that consider the specific characteristics of the policy customers.
