지역산업 성장을 위한 혁신클러스터 활성화 방안 탐색적 연구: 소부장 특화단지의 혁신플랫폼화를 중심으로 = An Exploratory Study on Revitalizing Innovation Clusters for Regional Industrial Growth: Focusing on Platformization of Materials, Parts and Equipment(MPE) Specialized Complexes

국문 초록 (Abstract)

이 연구는 지역경제 침체 위기에 대응하여, 기존 클러스터 정책의 한계를 극복할 대안으로 혁신플랫폼 모델을 제안한다. 혁신플랫폼은 다양한 혁신 주체가 지식과 자원을 공유하고 혁신을 촉진하는 장으로 정의된다. 연구는 이론 검토, 국내외 우수 사례 분석, 전문가 심층 인터뷰를 통해 추진되었으며, 미국 CIC, Manufacturing USA, 영국 캐터펄트, 일본 오사카 이노베이션 허브, 국내 울산창조경제혁신센터 및 전북 캠틱종합기술원을 실증적으로 살펴보았다. 이들은 공통적으로 민관 협력 거버넌스, 다층적 네트워크, 전주기 혁신역량 강화를 공통 요인으로 갖고 있었다. 본 연구는 이를 소부장 특화단지의 저해요인 및 개선과제와 교차검증하여, 혁신플랫폼 모델로 정리하였다. 이 연구는 혁신플랫폼의 이론 정립과 사례 기반 실증을 통해 지역 혁신정책에 적용할 수 있는 기준을 제시하였다는 데에 의의가 있다. 특히 소부장 특화단지의 혁신플랫폼화 전략에 적용해 봄으로써, 지역 산업생태계의 자생적 혁신역량 강화와 국가 공급망 안정성 제고에 기여할 수 있을 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

This study proposes the innovation platform model as an alternative policy framework of traditional cluster policies. An innovation platform is understood here as a place where innovation actors share knowledge and resources to accelerate innovation. The research combined theoretical review, case studies from both abroad and Korea, and expert interviews. International cases such as CIC (US), Manufacturing USA, the Catapult Centres (UK), and Osaka Innovation Hub (Japan) were reviewed alongside domestic examples including the Ulsan Center for Creative Economy and Innovation and the Jeonbuk CAMTIC Institute of Technology. Across these examples, three factors consistently emerged: collaborative governance between public and private sectors, multi-layered open innovation networks, and support systems that cover the entire innovation cycle. These insights were compared with the challenges identified in Korea’s specialized “materials, parts, and equipment” industrial complexes, leading to the development of a refined innovation platform framework. The contribution of this research lies in establishing an analytical basis for applying the platform concept to regional innovation policy. By linking the lessons from successful cases to the specific conditions of the specialized industrial complexes, the study suggests practical strategies to reinforce local innovation capacity and to enhance the resilience of national supply chains.
