연구관리전문기관의 기획·평가·성과관리 역량이 경영성과에 미치는 영향에 관한 연구: 질적비교방법(QCA)를 활용하여 = A Study of the Impact of R&D Management Agencies’ Planning, Evaluation and R&D Output Management Capabilities on Management Performance: Utilizing Qualitative Comparative Analysis (QCA)

국문 초록 (Abstract)

본 연구에서는 연구관리전문기관의 기획, 평가, 성과관리 역량이 경영성과에 미치는 영향을 분석하기 위하여 질적비교방법(QCA)을 활용하였다. 연구결과, 경영성과가 우수한 기관들은 특정한 조건들의 조합에서 높은 성과를 창출하는 것으로 나타났다. 경영성과가 높은 기관들은 유형은 첫번째, 전문기관 지정 운영 효율성(EDO, 부정), 사업관리 수행의 효율성(EPM, 긍정), 연구개발성과관리의 효율성(EROM 긍정), 수혜대상자의 서비스 만족도(BSS, 긍정)로 나타났고, 두번째 유형은 전문기관 지정 운영 효율성(EDO, 부정), 기획의 효율성(EOP, 긍정), 사업관리 수행의 효율성(EPM, 부정), 연구개발성과관리의 효율성(EROM, 긍정)이었다. 마지막 유형은 기획의 효율성(EOP, 부정), 사업관리 수행의 효율성(EPM, 긍정), 연구개발성과관리의 효율성(EROM, 부정), 수혜대상자의 서비스 만족도(BSS, 긍정)으로 분류되었다. 경영성과에 영향을 미치는 주요 변수로는 EPM(사업관리 수행의 효율성)과 EROM(연구개발성과관리의 효율성)으로 나타났다. 이 변수들의 조합은 경영성과를 높이는 데 중요한 영향을 하였으며, BSS(수혜대상자의 서비스 만족도) 또한 경영성과에 유의미한 영향을 미쳤다. 이러한 연구결과를 바탕으로 연구관리전문기관의 경영성과를 제고하기 위한 방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study employed Qualitative Comparative Analysis (QCA) to explore how the planning, evaluation, and Research and Development (R&D) output management capabilities of R&D management agencies affect their overall management performance. The research found that high-performing agencies achieved strong management results through specific combinations of various conditions. The first type of agency with superior performance was characterized by inefficiency in designation and operation (EDO). Still, it demonstrated Efficiency in Project Management (EPM), R&D output management (EROM), and high levels of beneficiary service satisfaction (BSS). The second high-performing group showed inefficiency in designation and operation (EDO), efficiency in planning (EOP), inefficiency in project management (EPM), and efficiency in R&D output management (EROM). The third type exhibited inefficiency in planning (EOP), efficiency in project management (EPM), inefficiency in R&D output management (EROM), and high beneficiary service satisfaction (BSS). Among these conditions, the analysis identified that the efficiency of project management (EPM) and R&D output management (EROM) were the most critical factors that influenced overall management performance. Furthermore, combinations of these factors significantly enhanced performance outcomes, while beneficiary service satisfaction also had a strong positive effect on management results. Based on these findings, the study suggests targeted strategies to improve the management performance of R&D management agencies, focusing on enhancing efficiency in key areas and leveraging beneficiary satisfaction.
