This study aims to analyze various risk factors and key drivers that may emerge in the lifelong education market by 2035, given the rapidly changing social and technological environment, and to propose effective risk management strategies based on this analysis.
The research reanalyzed survey data from 2016 and 2023 and utilized scenario planning to forecast the future of lifelong education. By applying the Multi Actor System approach, it systematically identified key drivers of change and risk elements in the lifelong education market. Additionally, literature reviews and expert interviews were conducted to develop a range of risk management strategies.
The main risk factors identified include the rapid pace of technological advancement, inefficiencies in government policies, and economic instability. These factors contribute to challenges such as the deterioration of education quality, exclusion of specific social groups, and widening regional educational disparities. Solutions such as improving digital learning environments, strengthening educational programs through community collaboration, and implementing customized learning systems to enhance motivation were proposed.
In particular, the study introduced the PRA-BSC (Probabilistic Risk Assessment - Balanced Scorecard) methodology to evaluate risk factors comprehensively across financial, customer, internal process, and learning and growth perspectives. This methodology integrates quantitative and qualitative evaluations, enabling the development of effective risk management strategies tailored to various scenarios. It offers a holistic approach to ensuring the sustainability of the lifelong education market and enhancing the quality of life for learners.
Furthermore, the study highlights the necessity of strengthening collaboration among governments, industries, and educational institutions while emphasizing the importance of policy integration. Such comprehensive and flexible strategies are expected to provide a stable foundation for the lifelong education market to adapt to evolving societal and technological demands, ultimately meeting the diverse needs of learners and fostering sustainable growth.
