유럽의 질서와 체제에 대한 다원적 연구

The 3-year project, "Multi-dimensional Research on Europe's Orders and Systems" consists of three distinct periods. The first and second year focused on investigating Europe's orders and systems respectively while the third year examined enlarging and deepening European Union as well as its external relations with other regions.
The first year's research was conducted under the theme of "Changes and Continuances of Europe's Orders". Its topics include as follows:　Europe's Identity with a special emphasis on Europe's Internal Causes and Social Constructivism, Fundamental Forces and Thoughts in Europe's Orders, Historical Formations and Changes in Europe's Orders, Europe's Political Orders with a special emphasis on Formations and Structures of "Politics of Inclusion", Changes in Europe' Security Orders : Transition from the Westphalia System to the Post-Westphalia System, Structural Continuances and Changes in Europe's Economic Orders: Modern World System Approach, Changes and Continuances in Europe's Social Orders, and Europe's Cultural Orders.
The second year's research was conducted under the theme of "Multi-dimensional Investigation into the Structure and the Evolutionary Process of European Systems." Its includes include as follows: History and Characteristics of European Systems, Theoretical Research on European Union as a System, European Union as a Multi-governance, Changes in Relations between European Union and Nation States with a special emphasis on Mixed Causes and Causes of Conflicts and Cooperation, European Union System and Civil Society with a special emphasis on Causes of Relations, Policy Decision Processes in Multi-governance with a special emphasis on European Union's Regional Policies, Growing Integration and Strengthening Institutional Unity in Europe, Investigation into Europe Unions' Enlargement and Its Implications, and Multi-dimensional Evaluations of the European Systems.
The third year's research was conducted under the theme of "Europe and International System - Experiences and Lessons". Its composed of 10 theses divided into three distinct parts - Internal Forces of Europe and International System, Europe's External Relations with Non-European Regions, Europe's Experiences and Lessons. The main characteristic of the third-year's research lies in expanding the experiences and lessons at European and international level learned from the first and second year's research outcomes, applying them to Asia and the Korean peninsula.
First, the first part of the third year's research on "Internal Forces of Europe and International System" investigates such topics as follows - Europeanization and a Possible Multi-dimensional International System, Forces in Relations between Nation States: Core, Periphery, and Semi-periphery, The Strengthening of EU and Interactions between Supranationalism and Nationalism, and Regional Challenges and Europe's Internal Forces. The second part of the research regarding EU's External Relations with Non-European Regions investigates such topics as EU's Economic External Relations: Interactions between Globalization and Europeanization, EU's Foreign and Security Policy on Middle East Peace Process, and International Political Economy on Human Rights: Europe's Immigrants Issue. The third part of the research regarding Europe's Experiences and Lessons investigated implications of Europe's experiences for Asia and the Korean peninsula based on the 3-year accumulated research outcomes. First, ASEM : Regional Cooperation for Establishing Active Partnerships - Historical Investigations into Mutual Relations between Asia and Europe highlighted. Also, it examines the way in which the European model could help to figure out the way to strengthen or weaken East Asian Regional Cooperation. EU's Experiences and Korean Integration: Integration of the South and North Korea. The three-year research has been done independently yet interdependently.

국문 초록 (Abstract)

본 연구의 프로젝트명은 ꡒ유럽의 질서와 체제에 대한 다원적 연구ꡓ로서 1년 차에는 유럽의 질서에 대한 연구를 하였고, 2년차에서는 유럽의 체제에 대하여 연구하였으며, 3년차에서는 유럽연합의 확대와 심화 그리고 다른 지역과의 대외관계를 다루었다.
1년 차 연구인 ꡒ유럽질서의 변화와 지속: 구조적 동인과 특징ꡓ이라는 주제 하에 유럽의 정체성: 내외적 동인과 사회 구성주의 이론을 중심으로, 유럽질서의 동학과 사상, 유럽질서의 역사적 형성과 변화, 유럽의 정치질서: ꡐ포함의 정치ꡑ의 형성과 구조를 중심으로, 유럽 안보질서의 변화: 베스트팔렌 체제에서 탈베스트팔렌 체제로의 이행, 유럽 경제질서의 구조적 지속성과 변화: 근대 세계체제론적 접근, 유럽사회질서의 변화와 지속, 유럽의 문화질서에 대하여 연구하였다.
제2년차에는 ꡒ유럽체제의 구조와 발전과정에 대한 다원적 고찰ꡓ이라는 주제 하에 유럽체제의 역사와 특징, 유럽연합체제에 대한 이론적 고찰, 다층 거버넌스로서의 유럽연합체제, 유럽연합․국민국가 관계의 변화: 복합압력과 갈등․협력의 동학을 중심으로, 유럽연합체제와 시민사회: 관계의 동학을 중심으로, 다층 거버넌스의 정책결정과정: 유럽연합의 지역정책을 중심으로, 유럽통합의 심화와 제도적 결속력의 강화, 유럽연합의 확대와 그 함의에 관한 고찰, 그리고 유럽체제의 다원적 평가에 대하여 연구하였다.
제3년차에서는ꡒ유럽과 국제체제-경험과 교훈ꡓ이라는 주제 하에 세 파트별(유럽내부의 동학과 국제체제, 유럽 역외 지역과의 관계, 유럽의 교훈과 경험)로 나누어 총 10개의 논문을 연구하였다. 이는 1년차에서 다루었던 ꡒ유럽질서의 변화와 지속: 구조적 동인과 특징ꡓ과 2년차의 ꡒ유럽체제의 구조와 발전과정에 대한 다원적 고찰ꡓ의 연구를 바탕으로 유럽과 국제체제의 경험을 바탕으로 아시아와 한반도 문제로까지 그 범위를 확대하였다.
먼저, 첫 번째 파트인 유럽내부의 동학과 국제체제에서는 유럽화와 다원적 국제체제의 가능성, 국가간 관계의 동학: 중심․주변․준주변국, EU 강화와 초국가성과 국가성의 상호작용, 지역의 도전과 유럽내부동학의 변화에 대하여 연구하였다. 두 번째 파트인 유럽역외 지역과의 국제관계에서 유럽연합의 대외경제관계: 지구화와 유럽화의 상호작용을 중심으로, 중동평화과정에 대한 유럽연합의 외교안보정책, 인권의 국제정치경제: 유럽의 이주민 문제를 중심으로에 대하여 연구하였다. 세 번째 파트인 유럽의 교훈과 경험에서는 3년의 연구성과들을 바탕으로 유럽의 경험들이 아시아와 한반도에 부여하는 의미를 살펴보았다. ASEM : 적극적 동반자 관계의 구축을 위한 지역 간 협력 - 역사적 고찰을 통한 아시아․유럽의 상호 관계 및 인식, 유럽분단극복과 갈등문제 해결이 아시아에 주는 영향, EU의 경험과 한반도 통합: 남북한 통합론을 중심으로 라는 것에 대해 연구하였다. 이러한 총 3년간의 연구는 개별적이면서도 상호 연결적인 논문을 중심으로 연구하였다.
