지구단위계획의 차별성에 관한 연구 : 경기도 사례를 중심으로 = (A) Study on Distinction of District Unit Plan : Focusing on the instances in Gyeonggi-do

국문 초록 (Abstract)

본 연구는 지구단위계획의 획일적 적용 실태를 분석하여 문제점을 도출하고 이에 대한 원인 규명 및 개선 방향을 제시하는 것을 목적으로 수행하였다.
2002년 이후 지구단위계획은 전국적으로 크게 확산되어 적용되고 있지만 관련 지침의 다양성 결여로 획일적 계획 도출이 우려되고 있다.
연구를 수행하기 위한 방법은 다음과 같다.
첫째, 지구단위계획 수립 사례를 중심으로 획일적 적용 실태를 확인한다.
둘째, 실태에 대한 전문가 설문을 통해 원인을 규명하고 개선 방향을 제안 한다.
이와 같은 방법을 통해 본 연구가 도출한 결론은 다음과 같다.
첫째, 지구단위계획의 기반시설 위주의 획일적 적용 실태를 확인하였다.
둘째, 그 원인은 지구지정의 문제와 관련 지침의 다양성 부재, 경직된 심의 체계이다.
이에 대한 개선 방향으로는 지구지정의 문제는 기준을 설정하여 규모에 따른 지침의 차별성을 추구 할 것을 제안하였다. 관련 지침의 다양성 부재는 두 가지로 나누어 제안하였는데 먼저 다양한 주제별 관련 지침을 마련하여 각 지역과 현황에 맞는 관련 지침을 적용시키는 것을 제안하였다. 나머지 하나는 지침의 유연성을 확보하여 자율성을 부여함으로써 다양한 계획 도출을 유도 할 것을 제안하였다. 경직된 심의 체계는 도시관리계획의 구속을 벗어 날 수 있는 비구속적지구단위계획을 구분하여 속성 심의 체계를 별도로 둘 것을 제안하였다.
이와 같은 결론을 제시하였으나 실질적 지침의 개선 대안을 제시하지 못한 것이 본 연구의 한계이다.
그럼에도 불구하고 향 후 지구단위계획의 개선에 대한 방향을 제시함으로써 구체적 개선의 기틀을 마련한데 그 의의가 있다고 볼 수 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to search and define the problem of district unit plan uniformally applied without the consideration in local district characters and suggest solution about it.
After 2002 year, district unit plan have been nationally applied. However, the deficiency of the guideline relevantly used according to various conditions of district has resulted in uncharacteristic development plan.
The process of this study is separated into two parts. First, through case study on district unit plan uncharacteristically established, the problem of district unit plan is identified.
Second, through professional interview, the problem is defined and the solution of the problem is suggested.
Following is summary of problems to district unit plan and solutions. Problems, such as infrastructure-oriented plan, absence of the guidelines relevantly used according to various conditions, the problem in district establishment, and the ossified deliberation system are identified as a major part of them.
As the solution to problem in district establishment, discriminate guild lines according to various standards in development scale are suggested. The solution to the problem in absence of the guidelines relevantly used according to various conditions is suggested by separating it into two parts. First one is to make various guidelines thematically which is appropriate to the character of local district. The other is to induce diverse plan by guaranteeing pliability of the guild line and allowing voluntary. As the solution to the problem in the ossified deliberation system, new short-course deliberate system is suggested by dividing the formal deliberate system into two parts; restrain deliberate system and unformal deliberate system which is free from district unit plan.
Even though this study has the limitation that dose not suggest concrete solution to the problems of district unit plan, the significance of this study is the suggestion of several directions in making the plan efficiently.
