박물관 운영 활성화를 위한 박물관 평가제도에 관하여 = A study on the museum assessment for the improvement of museum administration

The main objective of this study is to introduce the importance of museum assessment for the improvement of museum administration and its basic assessment method and procedure. For this, first, this study introduces the importance of museum assessment. The importance of museum assessment is
examined in two perspectives; museum’s self-assessment perspective and outer-assessment perspective. In a museum’s self-assessment perspective, a museum assessment can bring a good chance to review and examine the actual practice of museum administration and provide museums with useful ideas to remedy and improve the current situations by itself.
A museum assessment also can serve as an effective tool to evaluate the museum practice in a outerassessment perspective and can be used as a tool to assess the quality of individual museums in administration practice. Next, in order to suggest basic concepts and methods of introduction and
practice of museum assessment program in Korea, the study reviewes a few instances of museum assessment programs in foreign countries such as the MAP in the U.S., and the Community Museum Assistance Program in Canada.
The study then provides useful ideas and methods for the introduction of museum assessment program in Korea by suggesting practical ideas of developing assessment criterion and questionnaire in the assessment system, system administration and implementation. The study also suggests the necessity of the development of supporting systems for museum assessment such as incentive systems and assistance programs which can be applied according to assessment results.

국문 초록 (Abstract)

본 연구는 한국 박물관의 운영 개선과 활성화를 위한 하나의 방안으로 박물관 운영 평가제도의 필요성을 살펴보고 그 실천방안을 기본적으로 제시함으로서 향후 한국 박물관의 실정에 부합하는 표준화된 평가제도의 마련을 위한 기본토대를 제공하는데 그 주요목적이 있다. 박물관이 주어진 기능과 역할을 충실히 수행하기 위해서는 우선적으로 합리적인 박물관 운영방안의 마련과 체계적 실천이 필요하며, 이에 대한 지속적이고 객관적인 점검과 평가는 필수적인 과정이라 할 수 있다.
박물관의 운영실태에 대한 평가는 다음과 같이 두 가지 차원에서 그 필요성을 말할 수 있다. 우선, 박물관의 운영에 대한 전반적인 평가를 통해 내부적으로 박물관의 정책과 실천전략 등을 평가하고 새롭게 개선하는데 도움을 줄 수 있다. 또한, 박물관의 고유기능의 수행에 있어서의 세부적인 절차와 방법 등에 대한 철저한 점검을 통해 문제점을 파악하고 개선점을 도출함으로서 박물관 기능과 역할의 활성화를 가져온다는 점이다. 다음으로, 박물관 자체의 운영개선을 위한 차원외에 외부에서 개별 박물관을 객관적으로 평가하여 그 결과를 다양한 목적으로 사용할 수 있다는 점에서도 중요성을 가진다. 우선, 박물관의 운영에 대한 인증이나 박물관 등록 등을 위한 목적에서 박물관의 평가는 이루어질 수 있다. 또한 박물관에 대한 각종 공적지원을 위한 객관적인 선별기준으로서의 평가도 중요성을 가진다. 표준화된 평가제도의 도입과 활용을 위해서는 평가지표의 개발이 먼저 이루어져야 하며, 평가체계의 운영방안 마련과 평가 목적에 따른 평가 후 처리방안 등이 모두 필요하다.
박물관 평가제도의 성공적인 운영을 위해서는 박물관 평가와 연계된 다양한 인센티브나 공적인 지원방안이 국가나 지자체 차원에서 같이 마련되어야 그 효과를 증대할 수 있다.
