고액 정치후원금의 정치적 대표성 = Large Campaign Contributions and Their Implications on Representation : Empirical Analyses of Presidential Nominating Elections, National Assembly Elections and Gubernatorial Elections

국문 초록 (Abstract)

한국 선거에 있어서 후보자 후원회에 대한 정치후원금의 중요성이 증가하고 있다. 이러한 시점에서 본 논문은 한국의 선거제도가 전제하고 있는 지리적 단위에 기반한 이원적 대표성(dyadic representation)이 고액 정치후원금 영역에서 발현되는지의 여부를 경험적으로 분석하고 있다. 후보자 후원회에 대한 고액 정치후원금 기부자 명단을 분석한 결과, 타(他) 지역선거구 거주자에 의한 기부가 전체 정치후원금액의 50% 안팎을 차지하는 것으로 나타났다. 이들 타(他) 지역선거구 기부자의 상당 부분은 특정지역 거주자였으며, 이러한 유형의 정치후원금은 지역의 경제적 수준과 밀접한 관련이 있는 것으로 밝혀졌다. 나아가 타(他) 지역선거구에서 비롯된 고액 정치후원금은 후보자의 정책결정 영향력 수준에 따라 변동되는 것으로 밝혀졌다. 이와 같은 발견을 토대로 본 논문은 새로운 유형의 정치적 대표성, 즉 금전적 대리대표성이 한국정치에 등장하고 있으며, 이에 대한 학계의 논의가 필요함을 지적하고 있다.

다국어 초록 (Multilingual Abstract)

Political contribution to a candidate’s campaign committee has been gained its importance in Korean politics. This paper attempts to examine whether or not the premise of dyadic representation, as is set by electoral rule, has been embodied in political contribution. Analyzing large campaign contributions indicates, however, that the premise has not been fulfilled; about fifty percent of large contributions consisted of outside district money and most of outside district money came from an economically affluent region. In addition, the level of outside district money varies with the elements of policy influence a candidate possess. This paper concludes, therefore, that the new type of political representation, i.e., monetary surrogacy, has been emerged in Korean politics and students of political process need to pay attention to it.
