정당정치와 외교정책:외교통일 균열구조의 등장과 정당정치의 대표의 실패

Party politics in South Korea now faces with the task of accomodating the newly emergent social cleavage on the issues of foreign policies. Even if party politics in South Korea has demonstrated gradual, if not highly satisfactory, developments, it shows severe shortcomings in reflecting and moderating the new social cleavage on foreign policy issues. The rise of new generation, and Sunshine policy, and transition to information society have all combined forces to bring about foreign policy issue cleavage. This study has explored the failure of party politics in studying three key case studies - troop dispatch to Iraq, ratification of Korea-Chile FTA, and Tokdo Island issue between Japan and South Korea. It revealed various elements of the failure of party politics including weakened party discipline among parliamentary members, increased influence of NGOs, and conftrontation politics in divided government.

국문 초록 (Abstract)

한국의 정당정치는 15년간의 민주화 이후 뒤늦게 부상한 외교정책 이슈들에 대한 사회적 분열에 직면해있다. 완벽하진 않더라도 지속적으로 추진되어온 내부 개혁에도 불구하고, 정당정치는 새로운 외교정책 갈등들을 반영하고 완화시키는 능력의 심각한 부재를 보여왔다. 새로운 세대의 부상, 1998년부터 2003년 시기의 햇볕정책 추진, 그리고 정보화 사회로의 전환은 점점 양극화되고 분열되는 외교정책 이슈들을 다루어야 할 정당정치가 실패하게 된 원인으로 작용했다. 세가지 사례연구-한국군의 이라크 파병, 한-칠레 FTA 비준, 독도 분쟁-를 통해, 이 글은 새롭게 민주화된 한국에서 정당정치가 외교정책 갈등들을 중재하고 완화시킬 수 없음을 보여준다. 약화된 당 규율, 국회의원의 비난회피 경향, NGO들의 강화된 영향력, 그리고 분점정부 하에서의 대결적 정치는 명확히 한국에서 정당정치가 외교정책 갈등들을 조정하는 것을 가로막고 있다.
