환경상세계획에 기초한 생태적 지구단위계획기법 연구 = (A) Study on the Ecololgical District Unit Planning Based on Detalilde Environmental Planning

국문 초록 (Abstract)

본 연구는 기존 지구단위계획에 있어 환경을 고려한 정량적이고 객관적인 생태적 지구단위계획기법을 개발하고자 하였다.
환경상세계획에 기초한 생태적 지구단위계획기법을 정립한 후 사례지역에 적용함으로서 활용가능성을 분석하고자 하였다.
실시계획과 환경계획이 연계된 생태적 지구단위계획 수립을 위한 기법 개발을 중심으로 기존 지구단위계획에 반영 될 수 있는 생태적 지구단위계획지침을 제시하는 것을 목적으로 하였다.
본 연구의 내용 및 성 과를 요약·정리하면 다음과 같다.
첫째, 환경훼손을 최대한 억제하고 기존 지구단위계획과 차별화 된 생태환경을 창출하기 위하여 입체적이고 구체적인 생태적 지구단위계획기법을 개발하였다.
둘째, 기존 지구단위계획은 현재 건설중인 신도시 및 택지지구의 사례에서 나타났듯이 환경생태에 관한 부문이 지구단위계획과의 융합이 아닌 제시형 또는 생태시범단지 조성에 대한 일반적인 지침만이 적용되고 있는 실정이다.
셋째, 생태적 지구단위계획기법을 개발하기 위하여 기존 지구단위계획의 작성체계에 환경상세계획을 연계시키는 방법을 제시하였으며, 생태도시의 원리를 포함하는 전략으로 생태적 지구단위계획 지표를 도출하였다.
넷째, 계획 사례지를 선정하여 계획 사례지에 적용된 환경상세계획을 분석하였으며, 각 부문별계획 및 설계지침을 토대로 생태적 지구단위계획기법을 개발하고 적용방법을 제시하였다.
다섯째, 생태적 지구단위계획기법을 토대로 생태적 지구단위계획지침(안)을 작성하였다.
여섯째, 적용가능성을 검토하기 위하여 계획 사례지의 지구단위계획팀과 환경상세계획팀과의 환류과정을 거쳐 생태적 지구단위계획지침(안)을 현장적용하였다.
결론적으로 본 연구는 환경상세계획을 기초로 생태학적관점에서 지구단위계획을 재조명하여 새로운 지구단위계획기법을 개발하였다.
지구단위계획과 환경상세계획의 작성체계를 연계한 작성방법을 개발하고, 계획 사례지를 선정하여 환경상세계획을 분석하였으며, 이를 토대로 생태적 지구단위계획기법을 개발하고 환류를 통하여 계획 사례지에 적용하였다.
결과적으로 본 연구에서는 기존의 지구단위계획 체제에 환경생태를 접목시켜 생태적 지구단위계획을 수립하고자 하였다.

다국어 초록 (Multilingual Abstract)

This study tries to develop a quantitative and objective ecological district unit planning which considers the environmental ecosystem for district unit planning. In addition, it attempts to build a ecological district unit planning system based on the detailed environmental planning and then apply it to case regions in order to analyze the feasibility.
This study aims to propose a guideline on ecological district unit planning which can be reflected in the existing district unit planning by focusing on the development of technique in order to establish the ecological district unit planning which connects the implementation plan and environmental planning.
The contents and achievement of this study are summarized like this : First, a multi-faceted and specific ecological district unit planning technique was developed to ensure the creation of ecosystem distinctively differentiated from the existing district unit planning while preventing the environmental damage to the best ability.
Second, existing district unit planning has been confined to the application of ordinary guidelines on the organization of ecological trial residential zone or simply presenting the method for that, not combining the environmental and ecological aspect with the district unit planning, which can be obviously observed in current new city or housing lots currently under construction.
Third, a method was proposed to link the detailed environmental planning with the existing district unit planning system in order to develope the ecological district unit planning technique, and the ecological district unit planning was derived as part of the strategy to include the principle of ecological city.
Fourth, the detailed environmental planning applied to planned case regions was analyzed after selecting planning case regions, and the ecological district unit planning technique was developed on the basis of plans and drawing guidelines for each sector, and the method for the application was presented.
Fifth, the guideline on ecological district unit planning technique(plan) was produced on the basis of the ecological district unit planning.
Six, the ecological district unit planning technique(plan) was applied to the real field by working with the district unit planning team and detailed environmental planning team on the reflux in the planned case region to review the feasibility.
In conclusion, this study developed a new district unit planning technique by highlighting the district unit planning again from the perspective of detailed environmental planning.
This study developed the method to build a system that combine the district unit planning and detailed environmental planning and analyzed the detailed environmental planning by selecting the planned case region, on which basis to develop the ecological district unit planning technique and apply it to the planned case region through the reflux.
Finally, this study tried to establish the ecological district unit planning by combining the existing district unit planning system with the environmental and ecological aspect.
