경찰의 비리실태에 따른 징계에 미치는 요인분석 = A Study on Analysis on the Factors Affecting Status of Police Officer Disciplinary

국문 초록 (Abstract)

우리나라 경찰은 일제강점기를 거쳐 지금까지 시민들의 신뢰를 얻지 못하고 있다. 이승만 정권에서는 부정선거를 치르는데 앞장섰고, 군부독재 정권에서는 정부를 대신하여 시민을 탄압하는 역할을 하였으며, 1980년대 들어와 ‘부정ㆍ부패의 대명사’로 불리웠다.
이렇듯 경찰의 부정ㆍ부패는 시민들로부터 신뢰를 얻지 못함으로 인하여 시민복종에 문제가 발생하고, 많은 경찰업무 수행에 어려움을 제공하고 있다. 따라서 경찰에서는 스스로 자정능력을 향상시키고 시민들로부터 신뢰를 얻기 위하여 다양한 정책과 기관을 활용하여 많은 노력을 실시하였다. 그럼에도 불구하고, 경찰의 징계대상자는 매년 1,000명에 가까게 발생하고 있다.
이러한 문제에 대하여 이 연구에서는 경찰징계대상자의 징계결과가 효과적으로 이루어졌는가에 대한 의문을 가지고, 2010년 발생한 경찰 징계대상자의 징계결과를 바탕으로 지역별ㆍ근무부서별ㆍ계급별 징계 및 비위행위에 대한 교차분석을 실시하였다.
그 결과, 서울ㆍ경기 지역 경찰의 징계 및 비위행위가 높은 것으로 나타났으며, 지구대 및 파출소 근무자와 수사 및 형사 근무부서의 근무자의 징계 및 비위행위가 높은 것으로 나타났다. 그리고 계급별 차이를 살펴본 결과 경위ㆍ경사ㆍ경장 계급에서 많은 징계 및 비위행위가 발생하는 것으로 나타났다.
그리고 비위행위가 징계에 미치는 영향은 유의미한 것으로 나타나, 징계에 직접적으로 영향을 미치는 것은 비위행위가 직접적으로 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 비위행위를 예방할 수 있는 방안을 제시하였다.

In order to solve these problems, in this study, as a result of the cross analysis of unpleasant acts and regional and labor department ㆍ class different discipline based on the results of disciplinary police disciplinary subject of fiscal 2010, Seoul -I found that nasty act and discipline of police of Gyeonggi Province is high becomes clear, disgusting act and discipline of workers of criminal investigation work and departments of the alternating workers and district police is high. As a result of examining the class difference, it was found that a disgusting act of discipline and a lot of history-tilt ㆍ diatomaceous class has occurred. And it unpleasant acts exert a significant effect on discipline is shown, in which directly affect the discipline has been found that the unpleasant act affects directly.
Based on these findings, this study has presented a scheme that can prevent the mood behavior.
