The Government Employees Pension Program, adopted in Korea in 1960, is designed to achieve two goals, public personnel policy and social welfare: by guaranteeing a certain income for the government employee and his/her family after the government employee’s retirement, death, or work-related injury or illness, it seeks to encourage longevity in tenure and improvement in work performance of government employees. The Government Employees Pension Program serves the role of severance pay, workers’ compensation, and national pension, allowing the government to serve as a model employer by providing retirement income for government employees.
Until the mid-1990s, in order to compensate for low wages of government employees, the government had raised pension payments by increasing the replacement rate, creating new benefits and allowances, and including sundry allowances in government employees’ monthly salaries. Nonetheless, after funding problems for the Government Employees Pension Program began to arise in 1995, the government has sought to reform the program to stabilize pension funding. Despite these efforts, funding problems continued, and the Park Geun-hye administration has renewed efforts for reform of the Government Employees Pension Program. These proposed reforms, however, contain several problems, from both procedural and substantive perspectives.
First, from a procedural perspective, despite the fact that a reform of the Government Employees Pension Program is a major policy change with a very large policy target group, the reform process lacks procedural legitimacy, as it has not involved participation of the government employees and has forced pre-designed plans on the affected government employees. In addition, the government has created conflicts between citizens and the government employees by focusing on political marketing based on faulty premises (a biased view that concludes that government employees pension is excessive and that government subsidies to the Government Employees Pension Program is a waste of taxpayer money, based on a simple comparison to the National Pension Service without taking into account the policy goals that the Government Employees Pension Program services).
From a substantive perspective, the reform process relies on a faulty view of the Government Employees Pension Program and lacks an understanding of the policy aspects of the Government Employees Pension Program. Furthermore, much of the information about the funding status of the Government Employees Pension Program has been distorted, and the proposed reforms would actually exacerbate the funding problems of the Government Employees Pension Program in the long run by focusing excessively on making the Government Employees Pension Program comparable to the National Pension Service.
Therefore, in order to remedy these problems with the Park Geun-hye administration’s government employees pension reform proposals, the administration and the ruling Saenuri Party must pursue social consensus on the need and the appropriate method for government employees pension reform and must avoid political approaches. In addition, the administration should ensure transparency and impartiality in release and evaluation of core information related to the pension. Based on these premises, the Saenuri Party’s proposed pension reforms, currently introduced in the National Assembly, should be abandoned, and the administration should proactively evaluate and compare alternative proposals and seek a reasonable alternative that can balance the unique policy aspects of the Government Employees Pension Program with the goal of reducing government expenditures.
