土地利用의 效率化를 위한 法令의 整備改善에 관한 硏究 = A Study on the Reorganization of the Land-related Laws for the Efficient Land Use

다국어 초록 (Multilingual Abstract)

Land use laws have been developed over the past forty years in Korea. Now the laws are very similar to those of the developed countries. The system of land use laws in Korea, however, has still some problems to meet rapid changes of social and economic situation. Hence, it is suggested that it is time to rearrange and to improve the land use related laws suitable for highly-industrial society.
In order to attain the goals of the system such as improvement of the living standard of the people, increase in the national income, and harmonious regional development, it should be analyzed systematically. There are two major problems in the existing land use laws, that is, form and substance. Arrangement and improvement of the system should be carried out for harmony of national land use between preservation and efficiency, and especially for protection of private rights.
There may be two types of alternatives, i.e., short-run one and long-run one, in improving the system of land use laws. The former is an alternative to rearrange the respective law one by one. On the other hand, the latter is an alternative to change the system tself. It would be desirable to adopt the former at the present time and then to approach to the latter gradually in the future.
