공유지의 비극과 사유화의 비극 = Tragedies of the Commons and Privatization

다국어 초록 (Multilingual Abstract)

Garrett Hardin`s famous paper, “The Tragedy of the Commons,” has drawn enormous attentions to management of common resources and remedies to prevent the tragedy. The current paper reviews causes and proposed remedies of the tragedy and investigates why privatization has become a fashion as the remedy. It shows, however, the privatization will result in another tragedy and that Carbon Emissions Trading introduced as a solution for global warming is not an exception. The study concludes that the tragedy defined by Hardin is not that of the commons but that of the resources not managed properly, or the tragedy of “let-it-go” policy.
