The purpose of this study is to investigate 4-5 year old children`s moral judgment and moral behavior. And accordingly, this thesis pursues to find out the intention-consequence level and order effects as factors in Children`s moral judgment, And the relations between the children`s moral behaviors examined dy kindergarten teachers and moral judgment were also investigated. The subjects were drawn from Four kindergarten : 60 4-year ols children, 60 5-year old children. Each age group were randomly assigned to one of two order group (order 1, order 2), with the restriction that there be an equal number of boys and girls per condition. For this study, twelve stories depicted assistantly by drawings were composed by using three domains of moralities proposed at Piaget`s experiment, those are, mistake, stealing, lie, and. Hebble`s morality measure classified to four situations : Good intent-Light damage : Good intent-Heavy damage : Bad intent-Light damage : Bad intent-Heavy damage. In the analysis of data three-way ANOVA, two-way ANOVA with repeated measures, Correlation Coefficient. The research findings were as follows : First, 4-5 year-old children could development of the Intentionality of moral judgment. Second, At the intention-cpnsequence information, 4-5 year old children use intention cues more importantly in their moral judgment. Third, the moral judgments were strongly effected by whether the intentions were first (order 1) or second (order 2) in the order. When intentions were second (order 2), intention were more important. Forth, At the relation between the moral judgment and moral behaviors of 4-5 year old children evaluated by their teacher, 5 year-old boys showed agreements with behavior. 5 year old girls, 4 year-old boys and girls did not show agreements with moral behaviors.
