All issues which must be resolved for the human survival inherently already accompany conflicts. Thus, the twentieth century newly demands the ability to manage the conflicts productively and constructively to obtain satisfactory results and appropriately and effectively manage conflicts. In this light, this study intended to find the conflict management strategies which can improve the organization efficiency by effectively managing the conflicts amongst the members which occur in within the public organization and shed some light on the conflict management strategies, conflict factors and organization efficiency on the organization members towards desirable organizational efficiency.
To achieve the purposes of the study, literature reviews and empirical studies were used. To establish the theoretical background from the literature reviews, the academic theses and books published in Korea and overseas related to conflict management strategies, conflict factors and organizational efficiency were explored. Then the relationship of the conflict management strategies, conflict factors and organizational efficiency was systematically organized. Based on such theoretical consideration, the basis for the model and hypothesis for this study was made.
Based on the findings, the relevant data were obtained using the questionnaires for the empirical analysis. Questions for the survey were collected from the previous studies for the questions which were suitable for the research purposes.
As for the survey questions, the reliability and conformance of the contents were reviewed and the pre-review was done so that what the study intended was communicated to the respondents thoroughly. Then the final questionnaire was confirmed after removing or revising the questions which are too difficult or can cause confusion to completing the questions. As for the statistical processing for the empirical analysis, SPSSWIN 19 statistical program was used for the frequency analysis, factor analysis, reliability analysis and ANOVA. In particular, the multiple regression analysis was conducted on the effects of conflict management strategies such as the preventive, resolution and stimulation strategies on the conflict factors, effects of the conflict factors on the organizational efficiency and the structural relationship between the conflict management strategies and organizational efficiency to figure out the variables which had a negative impact. Furthermore, based on the socio-demographic attributes, the degree of awareness was analyzed and the findings from the research are as follows.
First, in the analysis of conflict management strategies and conflict factors, the conflict the preventive strategies, organizational goals, fairness in evaluation and open organizational climate for the conflict factors such as improper personnel administration, non-cooperation in work, unclear division of responsibilities and the dependence between the members and departments had a negative impact. The fact that they did not have a positive impact indicates implied that when the goals of the organization are clear, it would cause more conflicts.
Second, in the analysis of conflict management strategies and conflict factors, the conflict resolution strategies, the systemization of the conflict resolution for the conflict factors such as improper personnel administration, non-cooperation in work, unclear division of responsibilities and the dependence between the organizational members and departments had a negative impact. The reason why they did not have a positive impact is speculated to be because the strict performance evaluation and rewards schemes, the suggestions to propose the issues of the organization and the conflict resolution through official channels are not perceived as being fair by the organizational members.
Third, as for the analysis of the conflict management strategies and conflict factors, the conflict stimulation strategies for the conflict factors such as improper personnel administration, non-cooperation in work and unclear division of responsibilities had a negative impact. For the organizational energy, creativity and reform, functional conflicts must be properly formed to be advantageous for the organization. However, first and foremost, the atmosphere must be formed where the conflicts could be naturally surfaced.
Fourth, in the relationship between the conflict factors and organizational efficiency, the conflict factors such as improper personnel administration, non-cooperation in work and unclear division of responsibilities, for the organizational efficiency which are the preference for the positions, the recognition and promotion opportunities, the consideration for the colleagues and the efforts to conform to the organizational changes were found to have a negative impact. Such resultsimplied that for the democratic control of the members of public organization, consistency in the fair personal management and the work processing is required and the autonomy of the organization must not get involved.
Lastly, the conflict factors within the organization were examined and the significant differences for the conflict factors were analyzed by the standard for comparison, the demographical variables. The findings showed that in the difference based on the gender, as for the conflict resolution strategies such as systemization of the conflict resolution and the conflict stimulation strategies, the men tended to agree more frequently than the women. Also as for the difference based on the age, those whose age was below 35 tended to agree more than those whose age was over 35 with the conflict stimulation strategies. Moreover, difference based on the marital status showed that the subjects who are married tended to agree more than those who are single with the conflict resolution strategies such as the systemization of the conflict resolution.
