Kingdon의 다중흐름모형을 적용한 ‘전북특별법’ 입법과정 분석 -창조적 정책혁신가를 중심으로- = Analysis of the Legislative Process of the ‘Jeonbuk Special Act’ using Kingdon’s Multiple Streams Model*-Focusing on creative policy entrepreneur

국문 초록 (Abstract)

본 연구는 2022년 12월 28일 제정된 전북특별법의 입법 과정을 Kingdon의 다중흐름모형으로 분석하였다.전북특별법 제정이 정책의제 설정의 비합리성과 세 흐름, 즉 문제(지방소멸, 지역 불균형), 정책('5극 3특' 전략), 정치(선거, 여론 등)의 흐름이 결합되어 정책의 창이 열리면서 특별법제정에 영향을 미친 것으로, 그 과정에서 전북도지사가 창조적 정책혁신가로서 중요한 역할을 수행했음을 확인하였다. 특히 노무현 정부부터윤석열 정부까지의 균형발전정책 중에서 '5극 3특'을 분석하여 전략의 혁신성의 중요성을 파악할 수 있였다.또한 중앙-지방 권한 재편의 새로운 패러다임을 모색하고, 정책혁신가의 역할을 강조함으로써 학문적·정책적 실천에 기여할 것으로 기대된다.

This study analyzes the legislative process of the Jeonbuk Special Act, enacted on December 28, 2022, using Kingdon's Multiple Streams Framework. It demonstrates how the three streams(problem, policy alternatives, and politics) converged to open a policy window, influencing the enactment of the law. The study confirms that the Governor of Jeonbuk played a crucial role as a creative policy entrepreneur.
The research reveals that the establishment of the Act was due to the irrationality of the policy agenda setting and the accidental convergence of the three streams, thus proving the utility of Kingdon's model. It also emphasizes the innovation of ‘the five-capital city three-special autonomous province' strategy’ by analyzing the balanced development policies from the Roh Moo-hyun to the Yoon Suk-yeol administration. Furthermore, by seeking a new paradigm for the central-local power reorganization and emphasizing the role of policy entrepreneur, the study contributes to both academic and practical policy fields.
