공개 소프트웨어와 표준경쟁의 세계정치 = 리눅스(Linux)를 중심으로

국문 초록 (Abstract)

이 글은 최근 IT업계에서 주목을 받고 있는 공개 소프트웨어를 둘러싼 표준경쟁의 세계정치를 리눅스라는 사례를 중심으로 살펴보았다. 특히 이 글은 윈텔, 좀 더 구체적으로 말하면, 마이크로소프트로 대변되는 컴퓨터 운영체계의 ‘세계표준’에 대한 리눅스의 도전을 이익과 관념 및 제도의 차원에서 파악함으로써 그 세계정치적 의미를 입체적으로 부각시키려고 하였다. 이러한 맥락에서 파악된 리눅스는 무엇보다도 마이크로소프트의 사실상 표준에 대한 도전을 의미하였다. 그러나 리눅스의 도전은, 기술표준을 둘러싼 경쟁의 의미를 넘어서, 글로벌 정보산업의 ‘지식구조’에 대한 기술표준과 지적재산권 분야의 ‘대항담론’이라는 점에서 그 독특한 의미가 이해되어야 한다. 또한 리눅스의 도전이 각별한 주목을 받는 이유는 리눅스 개발을 둘러싼 ‘탈(脫) 허브형 네트워크’가 소프트웨어 개발 분야의 ‘제도표준’으로 인식되어온 마이크로소프트의 ‘지식생산모델’에 대한 제도적ㆍ인식론적 대안을 제시하고 있기 때문이다. 더군다나 IT업계에서 리눅스의 실험은 대항담론의 권력적 의미뿐만 아니라 그러한 담론전략이 극복해야 할 현실적 제약까지도 보여준다는 점에서 21세기 세계정치의 변화에 대한 대응전략을 모색하는 데 많은 시사점을 준다.

다국어 초록 (Multilingual Abstract)

This paper examines the global politics of standards competition over open source software, particularly the case of Linux, to which people in information technology (IT) industries have recently paid special attention. From the three-dimensional perspective of interests, ideas, and institutions, this paper analyzes Linux's challenge to Wintel's-specifically speaking, Microsoft's-dominance over the global standards in computer operating systems, and attempts to highlight its implications in global politics. In this context, we should understand Linux primarily as a challenge to de facto standards that has been controlled by Microsoft for decades. Linix's challenge, however, should be comprehended beyond the conventional meaning of economic competition over technical standards, and its implications should be highlighted as "counter discourse" against the "knowledge structure" of the global IT industry in the sub-areas of technical standards and intellectual property rights. Moreover, Linix's challenge accompanies growing concerns because Linux's model of software development, conceptualized as the so-called "post-hub network" in this paper, presents an alternative possibility, both institutionally and epistemologically, to Microsoft's "knowledge production model," which has been regarded as an "institutional standards" for software development. In short, this experiment pioneered by Linux in the IT industry contains various implications for political and diplomatic strategies coping with the changing global political environment in the twenty-first century. Because the case of Linux shows limitations as well as possibilities, it would serve as a good model to similar kind of political strategies that are to be designed in the future.
