적격심사제도에서 적격심사 평가기준의 실효성에 대한 연구 = Research on Effectiveness of the Criteria in Contractor Selection System

This research analyzes whether in current Contractor Selection System(CSS)--a system to invite tenders for facility construction and award it to contractors--evaluation process of contractors is through enough to measure their capacity to perform construction projects, illustrates problems in CSS, and suggests practical ways to improve it. In order to achieve those purposes, criteria of CSS and their theoretical functions were investigated, other researches on CSS were reviewed, and a survey with questionnaires on personnel that bid for or negotiate contracts was carried out to grasp the overview of the CSS and was used as a base for proposing plans to improve it. The analysis of CSS revealed that it has a problem of selecting contractors primarily by bid price, since　the CSS criteria distributes 80% marks to bids and 20% marks to ability to perform contracts(APC). Additionally, detailed criteria in APC were found out to be overly simple, involving only 3 standards--past construction experience, soundness of company management, general reliability--and, thus, shown to be unable to discreetly evaluate the APC of construction companies. Such problems make it impossible to realize the object of the CSS which is to select a qualified company by assessing the company's capacity to carry out construction. Hence, plans to improve the criteria of CSS and make those more practical are suggested. Those plans include more equal distribution of marks among CSS criteria and adding factors such as experience in construction projects, skills of technicians on work sites, and morality of company C.E.O.s and construction managers to the APC criteria. This research is significant for two main reasons. First, it analyzed how the CSS is adopted in real by surveying personnel that have abundant experience in bidding and negotiating contracts. Second, it suggested practical plans to improve CSS, while other researches on the topic identified the problems of CSS and merely called for need to make improvement. It is expected that this research will be used as a basis and a guide in developing the CSS of the government as well as CSS in general.
