연구논문 : 부동산정책을 둘러싼 규제정치 분석: 종합부동산세정책에 대한 확장된 Wilson의 규제정치이론 적용 = An Analysis on the Regulatory Politics regarding Real Estate Policy: Application on Expanded Model of Wilson`s Regulatory Politics Theory regarding General Real Estate Tax Policy

국문 초록 (Abstract)

본 연구의 목적은 확장된 Wilson의 규제정치이론을 활용하여 사회적으로 논쟁이 되고 있는 규제정책인 종합부동산세정책의 역동성을 시기별로 조명해보고, 이를 통해 규제정치 및 규제완화정치의 유형을 도출하여 규제정치의 정체성을 명확히 하고자 하는 것이다. 또한 이러한 분석과정에서 도출되는 시사점을 도출하여 현재에도 문제가 되고 있는 적지 않은 유사 규제정책에 일정부분 정책적 함의를 제공하려는 것이다. 분석결과, 종부세정책의 규제도입기의 경우, 감지된 비용은 종부세 대상자들에게 좁게 집중되고, 감지된 편익은 국민들에게 넓게 분산되는 기업가정치의 행태를 나타냈고, 규제강화기의 경우 역시 감지된 비용은 종부세 대상자들에게 좁게 집중되고, 감지된 편익은 국민들에게 넓게 분산되는 기업가정치의 행태를 갖게 되었다. 그리고 규제완화기에 있어서는 감지된 편익은 종부세 제외대상자들에게 좁게 집중되고, 감지된 비용은 국민들에게 넓게 분산되는 고객정치의 행태를 나타낸 것이다. 한편, 이러한 분석이 갖는 시사점은 종부세정책의 규제정치 분석은 확장된 Wilson의 규제정치이론과 일치하였다는 점이고, 높은 수준의 상호작용은 고객정치에서 정점을 이룬다는 점이며, 찬성옹호연합과 반대옹호연합 간 상호작용은 일정한 경계가 있고, 자생적 질서로 마무리된다는 점 등이다.

The purpose of this study is to find types and suggestions of the general real estate tax policy using expanded regulatory politics theory of Wilson. According to the analysis of the regulatory politics of general real estate tax policy, the regulatory introduction period appears with entrepreneur politics. The regulatory strength period appears with entrepreneur politics. And regulatory relaxation period appears with client politics. Finally, this study implicates the proof of expanded regulatory politics theory of Wilson, the interaction of high level in the client politics, besides the existence of fixed boundary and spontaneous order of interaction, etc.
