업체규모가 턴키 사업선정에 미치는 영향에 관한 硏究 = (A) study of "Turn-key" about the influence of Company Size

국문 초록 (Abstract)

최근 국내 건설환경의 급격한 변화와 건설공사의 목표에 효율적으로 대처하기 위해 다양한 건설공사 발주방식이 도입, 시도되고 있으며, 그 중 턴키 발주 방식은 가장 효과적인 방식의 하나로 인식되고 있다.
턴키방식에 의한 발주가 세계적으로 민간공사나 공공공사에 증가하고 있는 추세며, 이에 따라 정부에서도 “턴키 공사 활성화 대책”이나 공공건설사업 효율화 종합대책“ 등을 통해 턴키 발주 확대에 대한 중요성과 필요성을 제시한 바 있다.
턴키 발주방식에 있어서는 설계와 시공의 모든 의무와 책임이 입찰자에게 위임됨으로써 발주자의 책임과 위험부담이 최소화되지만 입찰자 입장에서는 발주자의 책임과 위험을 부담하게 되고 입찰자가 효율적으로 설계 와 시공을 통합 관리하여야 하는 새로운 기회와 리스크를 갖게된다.
그러나 현재 국내 여건상 입찰자가 설계와 시공을 모두 수행할 수 있는 제도적 조건이 마련되어있지 못한 관계로 현재의 턴키 공사는 설계회사와 건설회사가 조인트 벤처 형식으로 공동 수주하는 것이 일반적이고, 주도적인 역할은 설계회사보다 건설회사들이 수행하고 있는 것이 현재의 상황이다.
이에 본 논문에서는 턴키 프로젝트의 이론적 고찰을 통한 개념과 장단점 및 특성에 대해 알아보았고 기존 프로젝트 입찰제도 및 특성과 변천을 조사하였으며 국내 전체공사의 현황과 턴키 공사의 현황을 조사 분석하였다.
또한 시공순위를 기준으로 한 그룹별 시장점유율과 발주현황을 조사하였고 그룹 내 기업별 기타공사 현황과 턴키 공사 현황을 조사분석 하였다.
본 논문에서 자료들을 검토하고 분석한 결과 현재 국내 턴키 시장에서는 대규모 기업들이 대부분의 턴키 공사를 발주하게 되고 그 결과 중·소 업체들의 참여가 어렵게 되어 국내 턴키 도입에 있어 현실화시키려던 중소기업체들을 육성하기 위한 턴키 도입은 그 방향자체가 흔들리게 되어버렸다.
따라서 본 논문의 연구에서는 대규모 업체들과 중·소 업체들이 경쟁력과 기술력 그리고 정당한 입찰경쟁을 통한 공존 할 수 있는 방향을 고찰하고자 하는데 그 목적이 있으며, 또한 턴키 입찰과정에서 중·소기업체들이 대규모 업체들 사이에서 경쟁력을 갖출 수 있는 방법을 모색하게 되었고 방안 등은 앞으로 연구되어야 할 것으로 사료된다.

To cope with the recent domestic environment of construction industry and attain the goal of construction work, various ordering systems are being introduced and tried. Among the systems, the turnkey ordering system is realized one of the most effective methods. As you know, the turnkey ordering system is increasingly used in private firms or public corporations. According to above trend, the Government presented the importance and necessity of extension on turnkey ordering system applications through activation measures on turnkey ordering system or all-out plan for effective public construction industry. Applying the turnkey ordering system, the orderers responsibilities and risks could be minimized by entrusting all the responsibilities and duties on a design and construction to a bidder. Nevertheless, the bidder should take the responsibilities and risks of the orderers, and will have a new opportunity and a risk for integrating and managing efficiently the design and construction. But, under current domestic conditions the systematic conditions that enable a bidder can perform both a design and construction are not ready, so that in general current turnkey projects are received an order in the form of joint venture corporations consisting of a design company and a construction company. And mostly construction companies rather than design companies lead the turnkey project. In this paper, I present the concept of turnkey project through theoretical study and its characteristics, advantages and disadvantages. And this paper investigates the existent project bidding systems and their characteristics and history, and analyzes the status of all domestic projects and turnkey projects. In addition, I search market share and ordering status by groups based on construction order, and analyze the other projects status and the turnkey projects status by companies in the group. As a result of study materials review and analysis, a monopoly by large enterprises appears in current domestic turnkey markets. The monopoly makes medium and small-sized enterprises have difficulty in participation in turnkey projects. Therefore, the turnkey system introduction for the bringing-up of medium and small-sized enterprises lost its direction.
Accordingly, the main purpose of this study is to find a solution on how medium and small-sized enterprises can coexist with large enterprises as the aspects of competitiveness and technical capability and fair bidding. Also I would like to present a study subject for the future, the way of competitiveness acquirement for medium and small-sized enterprises against large enterprises in turnkey projects bidding.
