스포츠클럽으로의 자격 갖추기 과정: 검도 동아리의 클럽 등록 과정 탐색과 정책적 시사점 탐색 = How To Be Qualified as a Sport Club: Analyzing Policy Implications by Exploring the Club Registration Process

In order to pinpoint issues within the existing sports club registration process, the study examined the administrative challenges and systemic conflicts encountered when registering a university kendo club as a sports club with the Y District Sports Association in D Metropolitan City. The research, conducted from May to November 2022, analyzed these issues from a sociological and policy standpoint by adapting a dialogic narrative analysis methodology, and the authors documented the complete registration procedure and examined it through comprehensive discussions among the researchers. The registration process for the kendo club as a sports club consisted of 12 sequential steps, including awareness of the system, gathering information, persuading club members, creating a preliminary plan, verifying website information, reviewing documents, submitting the application, receiving a rejection, re-evaluating documents, reapplying, raising objections, and registration done. This study examined the systemic challenges faced during the registration procedure and proposed policy choices to address them. Ultimately, the existing sports club registration system has been identified as a ‘sterile system’ that lacks organizational initiatives to enhance procedural simplicity and boost registration rates, as it fails to provide any advantages to the general public.

국문 초록 (Abstract)

본 연구는 2022년 6월부터 시행 중인 스포츠클럽 등록 체계의 문제를 밝히고자 수행되었다. 즉, 본 연구의 공동연구원이 속한 대학 검도 동아리를 2022년 5월부터 같은 해 11월까지 D광역시 Y구 체육회에 스포츠클럽으로 등록하며 그 과정에서 경험한 행정적 문제와 제도상 갈등을 기록하여 이를 사회학적, 정책학적으로 논의하는 연구 목적을 지닌 것이다. 이를 위해 대화적 내러티브 분석 방법론을 적용, 스포츠클럽으로의 등록 과정 전체를 세부적으로 기록하고, 이를 연구진 간에 심층적인 대화 방식으로 분석하였다. 그 결과 검도 동아리의 스포츠클럽 등록은 총 12단계―제도 인식, 정보 수집, 동아리 구성원 설득, 초안 작성, 누리집 정보 확인, 서류 검토, 등록 신청, 등록 반려, 서류 재검토, 등록 재신청, 이의 제기, 등록 확정 단계―를 거쳐 완성되었고, 최종적인 등록에 걸린 시간은 6개월이었다. 이 등록 과정을 거치면서 발생한 제도적 문제와 이를 해결하는 데 필요한 정책적 대안이 본 연구의 논의 과정에서 다뤄졌고, 결론적으로 현재의 스포츠클럽 등록제는 일반 국민에게 제공할 혜택이 없기에 등록률 제고를 위한 절차적 편의성을 높이려는 조직적 노력이 이루어지지 않는 일종의 ‘불임 제도’로 운영되고 있었다.
