In order to pinpoint issues within the existing sports club registration process, the study examined the administrative challenges and systemic conflicts encountered when registering a university kendo club as a sports club with the Y District Sports Association in D Metropolitan City. The research, conducted from May to November 2022, analyzed these issues from a sociological and policy standpoint by adapting a dialogic narrative analysis methodology, and the authors documented the complete registration procedure and examined it through comprehensive discussions among the researchers. The registration process for the kendo club as a sports club consisted of 12 sequential steps, including awareness of the system, gathering information, persuading club members, creating a preliminary plan, verifying website information, reviewing documents, submitting the application, receiving a rejection, re-evaluating documents, reapplying, raising objections, and registration done. This study examined the systemic challenges faced during the registration procedure and proposed policy choices to address them. Ultimately, the existing sports club registration system has been identified as a ‘sterile system’ that lacks organizational initiatives to enhance procedural simplicity and boost registration rates, as it fails to provide any advantages to the general public.
