이동통신 주파수경매의 유보가격 산정에 대한 연구

국문 초록 (Abstract)

주파수는 이동통신서비스를 위한 필수불가결한 생산요소로서, 주파수의 품질은 이동통신서비스의 품질을 좌우하고, 주파수획득 및 이용에 소요되는 비용은 서비스의 요금수준에 큰 영향을 준다. 따라서 그동안 성공적으로 구축한 모바일 선도국가의 위상을 지속하기 위해서는 양질의 주파수를 합리적인 가격으로 제공하는 것이 중요할 것이다. 본 연구에서는 이동통신용 주파수의 경매에서 기술의 광대역화 및 시장 수익성 변화에 대응하는 적절한 유보가격수준을 정량적으로 탐구하고 있다. 국내외 사례를 종합하여 분석한 결과 본 연구의 평가대상인 1.8GHz 대 35MHz 대역의 유보가격은 산정방법에 따라 984억~2198억 원 수준이 적정할 것으로 추정되었다. 몇 가지 한계점에도 불구하고 본 연구에서 제시하는 주파수 비용의 인하는 범세계적인 추세이며, 네트워크 투자의 인센티브를 증진하며, 새로운 시장 창출을 통해 국민의 통신편익 증진에 기여할 수 있을 것이다.

Spectrum is an indispensible resource for mobile telecommunication services. Therefore, the quality, quantity and cost of mobile spectrum affect the quality and price of mobile telecommunications services. Therefore, it is very important to supply sufficient mobile spectrum at resonable license costs to sustain global leadership in the development of mobile industry. This paper attempts to quantify the value of spectrum in the upcoming spectrum auction in Korea. In particular, this paper proposes the amount of reservation price for a block of frequencies which reflects the recent market and technological trends in Korea.
