미국의 대학정보 공시와 그 활용분석을 통한 정책적 시사점 = Analysis on higher education information disclosure system in the United States and its implications on Korea's higher education information policies

국문 초록 (Abstract)

본 연구는 고등교육에 있어서 정보의 수집, 공개 및 활용이 활발하게 이루어진 미국의 사례를체계적으로 분석함으로써 현재 한국 고등교육에서 진행되고 있는 대학정보 공시 및 그 활용과 관련한 정책적 시사점을 얻고자 하였다. 이를 위해 정보공시를 둘러싼 이해당사자들의 이해관계를분석하기 위해 이해당사자 모형을 활용하였고, 정보의 비대칭성에서 오는 문제를 분석하기 위하여주인-대리인 이론을 사용하였다. 미국의 경우 고등교육의 정보 수집은 수집 주체에 따라 정부차원,전문기관, 협회 및 대학에 의한 정보수집, 그리고 사설영리기관에 의한 정보수집으로 나눌 수 있으며, 그 활용 역시 각 이해당사자들이 목적에 따라 소비자에 대한 정보제공, 대학의 행․재정적 정책지원을 위한 활용, 대학자체 평가 및 컨설팅에 활용, 그리고 대학 인증자료로서의 활용 등 다양하게 나눌 수 있다. 미국의 대학 정보공시 분석을 통해 이 제도가 이해당사자의 요구들을 충족시킬 수 있고, 또 많은 대리인 문제를 해결할 수 있다는 점과 같이 긍정적 측면도 있지만 정보수집및 공시와 관련된 쟁점 역시 남아 있으므로 이에 대한 비판적 검토가 요구된다.

The purposes of this study are to analyze higher education information disclosure system in the United States and provide policy implications and recommendations on current higher education information system in Korea. For the purpose, two research questions were developed as follows: How higher education information is collected and utilized in the USA, and how the information is used to meet the various stakeholder's needs? What would be the implications for the higher education information system in Korea?.
Stakeholder model and principal-agency theory were used as analytical framework for this study. In the USA, government, professional organizations and associations, and private companies are collect information from higher education institutions. The information is used for providing information to consumers including parents and public, for administrative and financial supports by government, and for supporting accreditation of institutions.
Although higher education information disclosure system could satisfy the various needs of stakeholder and resolve most of agent problems, some issues are still remained.
Related policy implications on higher education system in Korea are discussed.
