대통령비서실의 직무활동 변화에 대한 고찰|RISS 상세보기

국문 초록 (Abstract)

본 연구는 박근혜 정부 출범 초기 대통령비서실의 직무활동을 대통령당선인 기간, 제35대 대통령비서실장 재임 기간, 제36대 대통령비서실장 재임 이후 등 3단계로 구분하고, 대통령비서실과 관련한 신문사설(제목)을 네트워크 분석을 통해 대통령비서실의 직무활동 변화를 실증적으로 규명하는데 그 목적이 있다. 이를 위하여 박근혜 정부와 관련한 신문사설(제목)에 대하여 동시단어 분석(co-word analysis)을 실시하였다.
본 연구의 목적과 방법에 따른 연구결과는 다음과 같다.
첫째, 대통령당선인은 대통령 당선 이후 신임 대통령비서실장을 조속히 임명하여 대통령비서실의 원활한 직무활동을 보장하여야 한다.
둘째, 대통령비서실은 정부 출범 이후 다양한 국정 현안에 대한 직무활동의 한계를 극복하고 대통령을 충분히 보좌할 수 있는 직무역할을 담당할 수 있어야 한다.
셋째, 대통령비서실은 대통령의 안정적인 국정 운영을 위하여 국가정책에 대해 국회, 정부, 그리고 국민과 다양한 소통의 기능을 담당하여야 한다.
따라서 대통령비서실은 "대통령의 비서’이자 ‘국정에 대한 조정자’로서의 직무활동뿐만 아니라 ‘대통령에 대한 조언자’로서의 직무활동 확대에도 관심을 경주해야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to empirically examine changes in the President Secretariat"s job activities through network analysis of related newspaper editorials(titles). The job activities of the President Secretariat of Park Geun-hye"s early government were classified into three phases, period of the President-elect, period of the 35th chief of the President Secretariat, and period of the 36th chief of the President Secretariat. Co-word analysis was performed on newspaper editorials(titles) related to Park Geun-hye"s early government.
The following are the results of this study.
First, the President-elect has to appoint a new chief of the President Secretariat promptly and guarantee the President Secretariat"s job activities.
Second, the President Secretariat performs activities that assist the President by overcoming limitations on various national issues during the launch of the new government.
Third, the President Secretariat is responsible for a variety of communications on national policy features between the National Assembly, government, and the public during the President"s administration.
Therefore, the President Secretariat plays roles as the President"s Secretary, national coordinator, as well as the President"s Advisor.
