네트워크 사회에서 가상화폐의 화폐권력구조에 대한 영향: 비트코인의 이념,제도,이익을 중심으로 = Alternative Currency and Currency Hegemony Change Possibility in Network Society

국문 초록 (Abstract)

이 글은 2008년 글로벌 경제 위기와 네트워크 협업을 기반으로 등장한 비트코인의 이념ㆍ제도ㆍ이익을 분석하여 네트워크 사회에서 화폐권력구조에 대한 가상화폐의 영향력을 평가한다. 이념 차원에서 분권성ㆍ직접성ㆍ개방성을 표명하고, 제도 차원에서 네트워크 동료생산에 기반하며, 이익 차원에서 낮은 거래 비용, 경제 활성화, 공동체성 확산을 기대할 수 있는 비트코인에 대해서는 현재에도 많은 논쟁이 진행되고 있다. 자유주의의 탈국가화폐론, 사회적 구성주의에서의 신뢰 중심의 화폐 유통 원리, 그리고 비판정치경제학에서의 정치적 접근이라는 세가지 이론적 전통에 영향받은 비트코인에 대해 각국 정부는 규제, 부분 검토, 허용이라는 상이한 대응을 하고 있다. 이와 같은 대응의 이면에는 비트코인의 위험성과 단점이 근거로 작동하고 있지만, 네트워크 가능성이 무한 확장되고 있는 환경변화를 고려한다면, 대치적ㆍ규제적 관점에서의 제로섬 갈등이 아닌 화폐 영역 확장의 관점에서 정부의 유연한 대응과 명료한 규제원칙 수립이 요구된다.

다국어 초록 (Multilingual Abstract)

The ideology, institution and interest of bitcoin which was introduced lately by the global financial crisis in 2008 and the network cooperation will be analyzed to evaluate the impact ofvirtual currency on the power structure of currency in the network society. The controversy over bitcoin is ongoing as it includes a decentralism of currency authority, a direct transaction and an openness of market in the ideological dimension. In the institutional dimension, bitcoin promotes a low transaction cost, an economic stimulation based on the network users while it gives community a sense of belongings and homogeneity in the interest dimension. Particularly, the action of the government and the central bank against bitcoin turns out in a different ways under the circumstance of the crisis and the distrust of existing currency structure intensifying. The government and central bank in the most of countries show the distrust of the new currency flow, bitcoin, due to its adverse influence such as a tax avoidance, an excessive anonymity, a currency instability by deepening speculation, and a risk of an attack against the bitcoin system. Whereas few countries consider bitcoin in an optimistic perspective as it warns the currency order and complementsthe existing currency system. The analysis of the ideology, institution and interest which consist bitcoin is required to understand the bitcoin itself and the reality. To do so, searching the alternative values of a decentralism, a directness, and an openness to have clearer understanding of ‘bitcoin phenomenon’ is necessary. The actions, cause and intensity of regulation against bitcoin of various countries will be exam to grope the tasks for monetary manifestation and alternative value realization.
