      More recently, particularly with the advent of the demo- cratization, there has been suddenly roaring up the diverse groups of the eruptive participation in all respects of South Korea. Even the national security spheres, this has been considered as the taboos for the ordinary peoples. For the past 4-5 years, we have witnessed the a few important national projects hindered by the NGOs, residents. But in 2005, Korea has been facing the turning points for the time-consuming national project on the construction of a nuclear dump made by a resident``s referendum. One of South Korea``s long-term tasks, which has been embroiled in conflict for the past 19 years, may find a solution through the first experiment, a resident``s referenda. Although Aomori prefecture in Japan decided to host a nuclear waste interim storage facility, there is no referendum, or citizen``s vote, in Mutsu city in the prefecture, where the facility will be constructed. Jeju is under process of the establishment of the FIC(Free International City) with national level support and in accordance with the Special Act of the Jeju FIC legislated in April 1, 2002. And according to the clause in the law, Jeju was officially designated the Island of World Peace at the national level by Korea``s central government in the first time on 27th, January, 2005. This means that Jeju would play a key role for building the Northeast Asia``s new business center (prosperity) and building the peace in the Korean peninsula and Northeast Asia (peace) under the Participatory Government``s blueprint, Northeast Asia to an era of Peace and Prosperity. At the same time, Korean navy has had a plan for constructing the naval base in Jeju for several years. From the standpoint of logic, it should be contradictable. The establishment of the Jeju FIC is said that it is one of the practical action for leading ONortheast Asia to an era of Peace and ProsperityO of the Participatory Government. Therefore, you can understand with a broad view the fact a key agenda of the establishment of Jeju FIC is for prosperity and peace in the Korean peninsula and Northeast Asia`` at the national level and regional level beyond the local level. This article deals with two problems. One is to review the reason why we make a scheme about the necessity of the realistic security-peace coexistence rather than the idealistic peace arguments in relation with the construction of naval base in Jeju. The other is to look into the third way for the solution of the conflict about the naval base. In doing so, this paper has been written based upon the framework of the realistic view. And so, it is to stress the importance of the necessity and the method for constructing the naval base. And this paper calls attention to the central problem as to the problem-solving methods for in the case of colliding with the contracting values, peace or security. For finding out the method of overcoming the conflict between the opposers and proposes for the naval base, it is toward profound solutions with the consensus and cooperation rather than temporary solutions with the authority and decision.
